Elsewhere is published an ordlnnnco relating to tho cost of water and meters, and other features connected with the water plant. It is well for citizens to raad tho ordinances passed by the council; theso ordinances are the laws which govern tho city, nnd it is important that the people should know tho laws by which thoy are govorned. "Let the People Rule" J, D. McDonald, chairman of the democratic city committee, did not look with favor on a non-partisan conven tion to nominate a city ticket, and has issued a call for a democratic conven tion tomorrow evening. Tho calling of this convention is not approved by a number of democrats who boliovo that in the city eloctions it is not necsasary to indulge in partisan politics. This class of democrats, together with re publicans and othors who feel tho same way, will moet in mass convention at tho court homo Thursday evoning, The tickot nominated by that conven tion will not be "hand-pickod" and it is n safe guess that tho nominees will bo elected by a majority so big that the democratic tickot will not know that it was in tho running. Thin is rt day of "lot the people rule," and ono way to carry out the slogan is to lipid a mnas convention and give ovory voter an opportunity to say who ho wants for city officials. An ordinance to amend section' 3, 7 and 38, and to repeal said original sec tions of an ordinance entitled, An ordinanoo concorning the water works of the city of North Platto, Ne braska, regulating and governing the samo, establishing water rates, rules and regulations lor the governing of water consumers, plumbers and othors, and to protect sold water works, in cluding pipes, hydrants and otHor ap paratus from Injury, and providing pen alties; repealing all ordinances and parts of ordinances in conflict with this ordi nance. Section 3 of ordinance No. 14 entitled, An ordinance concorning tho water workB of tho city of North Platto, Nebraska, regulating and governing tho sumo, establishing wator rates, rules and regulations for tho govorning of water consumers, plumbers and others, and to protect said water works, in cluding pipes, hydrants und other .ap paratus from injury, and providing pon rdtios repenling all ordinances nnd parts of ordinances, in conflict with this ordi nance. Section 7 of ordinance No. 14 entitled, An ordinance concerning tho wnter -works of tho city of North Platte, Ne braska, regulating and governing the same, establishing water rates, rules and regulations for tho governing of wator consumers, plumbers nnd othors, and to protoct said wator works, In cluding pipes, hydrants and other ap paratus from injury,and providing penal ties; repealing all ordinances and parts of ordinances in conflict with this ordi nonce. Bo and the samo is hereby amended to read as follows: Sec. 7 Samo, meters furnished by citv. Tho city of North Platte shall furnish approved moters to customors, on re quest at cost if paid when purchased or will charge ten per cent (10 per cent) above cost price of meters if paid in four quarterly Installments. All moters shall be set and maintained in a place whero they nro conveniently accessible to the Water Commissioner and his em ployees. When meters aro set outside of build, ings they must be set in meter boxes approved by tho Water Commissioner. Sec. 3. Section 33 of ordinanco No. 14 entitled, an ordinanco concerning the water works of the city of North Platte. Nebraska, rezulatimr nnd governing the samo, establishing water rates, rules and regulations for tho governing of water consumers, plumbers and others, and to protect said water works, including pipes, hy drants nnd other apparatus from injury, and providing penalties; repealing all ordinances nnd parts of ordinances, in' conflict with this ordinance. Be and the same is hereby amended to read as follows: Sec. 33. Rates Water rates shall be 15 cents per thousand gallons of water furnished up to 40,000 gallons per quarter; for every additional 1,000 gal lons consumed and used up to 100,000 gallons within the poriod of three months tho rnto shall be 12-J cents for each 1,000 gallons of water; for every additional 1,000 gallons consumed and used up 200,000 gallons within tho period of three months the rnto shall be 10 cents for each 1,000 gallons of water. For nil wnter used and consumed by the consumer in excess of 200,000 gallons within a period of three months a spccinl rate will be made, such rate to bo determined by the mayor nnd council; minimunrato$1.50 per quarter, payable in advance.
