Decision Follows Publicity Showing
What a Menace and Expense Ro
dents Are Do Much Harm
and No Good.
Chicago. Sentence of death was
passed recently on Chicago's rats. A
series of articles, recently pointed out
what a great source of danger and
loss rata are, and now the city Is to
bo freed from tho rodent pests. The
department of health will take the
role of modern pled piper In perform
ing the task. .
Announcement of this Intention was
made by Commissioner of Health
George B. Young in the courso of the
few hours ho was In the city to aid
tho pure milk fight. Conferences In
Washington -with federal health olll
clals concerning the rat peril were In
terrupted to enable him to return to
Chicago. He was hurrying back to
contlnuo his Investigations In the
east, but he paused long enough to
discuss the plans for routing tho rat
from Chicago.
Th& danger, remote but too great to
be Ignored, that the rodents may
spread the bubonic plague, Is the Im
mediate cause for the campaign of ex
termination that Is to be waged.
Tho first step, according to Dr.
Young, will be to put tho rats of the
city through an examination for their
health. The docks and wharves, as
tho most fertile breeding places for
them, will bo visited first. According
to the studies made of the bubonic
plague, It has been present In virulent
form among tho rats before It has
been communicated to human beings.
The health department men will
search for evidences of the disease
among rats of all quarters of tho city,
and If any traces of It are found their
efforts will bo concentrated in ex
terminating tho rats In that vicinity
After concern regarding tho plague
lias been satisfied, the department will
turn its attention to a general ex
termination. The rat population of
Chicago is set at about half tho num
ber of inhabitants, and It is consid-
red that so long as the city 1b bo
i.ilckly Infested with the rodents it Is
In danger of disease.

horrorB of imprisonment in the federal
prison at Fort Leavenworth, Kan., An
drew Tobanl, 24 jears old. gave him
self up to the local police as a fugitive
from Justice. Ho "surrendered" at
Iltoad street station tho other evening,
after tho detective department had
been bombarded with a number of tele
phono messages Instructing the offi
cials to he on tho lookout for a man
of Tobanl's description. These mes
sages. It was learned, were sent by
Tobanl hlnibelf Upon being slated at
tho central Motion the man gave the
name of William Jackson, under which
he claims to have enlisted In the
United States army at Fort Sam Hous
ton. Texas, as a member of the Fifth
cavalry.
It was for an offenso committed
while a soldier nt that post that To
banl claims he was Imprisoned In Fort
Leavenworth, after an unfair tiial,
and ho said his reason for asking tho
police, by means of the telephone calls
to arrest him, was to expose tho in
dignities to which ho had been sub
jected as a prisoner.
