Nebraska, Post office a9 Second Class Matter. FRIDAY, JUNE 7, 1912. City Council Proceedings. City council met in regular session Tuosday evening with the following members present. Mayor Patterson and full council cept Tracy. A complete report of the library board wnt, rend, which showed the to tal receiptH on the building fund of $14,095.00, being $12,000.00 from An drew Cnrnegie nnd $2,095.00 from sub scriptions, which subscriptions were raised by the mayor for the purchase of the lot. There is $86.59 of this fund now on hands Tho total receipts from the city, being raised by taxation, to date are $1075.02 nnd expenses todnte, being necessnry equipment, books, sal aries, fuel and light nro $920.41, lenving a balance on hand of $751.01. On June 1st the library had 620 persons on the borrower's list. It hnd received from all sources (including purchasers) 1200 volumes. It has four daily nowspnners on file in tho reading room and 15 magazines. The report showed that the reading room Ih freely patronized by both chil dren and adults. Tho fixed charges for the mainte nance nt the present time is $900.00 and if the council levies only the re quired amount, viz: $1,200.00 it will only leave $300.00 for incidental ex penses, such ns insurance, purchase of books, etc., which will restrict the the growth of tho library. Tho Baptist church and Joseph Morsch were granted the use of hnlf of tho streets .adjoining their property for tho storing of material while they are building, said uso to be undor tho sup ervision of the street commissiuner. The Fourth of July committee, ap pointed by the chamber of commorco, were granted tho uso of the streets for a celebration, conditioned that tho streets bo turned back to tho city in as good a condition ns they now aro. The usual monthly reports of the city treasurer, police judge nnd water commissioner were received and placed on file. Tho treasurer's report Bhowed a balance of $18,199.19. The only reg istered warrants being on the street lighting fund. Tho wnter commis sioner's report showed collections of $283.16 and expenses for the month of $745.06. A new tapping machine for the tapping of tho water muins was or dered by tho council, as the old one was worn out. An ordinanco regulating tho con struction of oidownlks nnd placing side walk contractors under bond and super vision of the city engineer was passed. An ordinnnccvredistricting pool and billard halls nnd bowling alleys was passed Tho only change being that it permits pool and billnrd halls nnd bowling nlloys on tho west half of block 84 on tlio north side. The council passed a resolution in structing the chief of police to enforce nil tho ordinances now in force in the city. Hills to the amount of $2,000.00 wero allowed. Tho clerk was authorized to pur chase n steel file to file tho city records in, snid file to bo placed in tho library building. High Prices and Staple Crops. The cost of living is higher today thnn it has over been in tno history of America, except, possibly, during tho civil war, according to tho state ment of export economists. Whether any now and more loftv ninncles. are yet to bo attained, wo are not advised. Wo enn only hope not, with uuio ground on wmen to unso our faith. And whnt is tho cause? Tho ques tion is still unanswered, in this nnd other countries. James J. Hill has been dinning it into our enrs that ono vital factor in the elevating range of prices is the failure of our production to keop pneo with our con sumption. Government census ro ports tend to confirm his theorv. In tho ten years from 1899 to 1909 our production ol corn, king of nil cereals, incrensed not quite 4 per cont; oats, which has risen to such impor tance as a food stuil", increased in pro duction 19 nor cent, while wheat act ually fell oH in output nearly 16 per cont. Those figures tell their own tale. Such ratios must not continue if we are to hoIvo this grave problem of the high cost of living. More farmers, nnd bettor methods of farming are the needs of the hour. Omaha Bee. Notice To Owners of Dogs. Under tho city ordinances it is the duty of tho chief of police to kill any dog which he may find running nt largo on which tho license tax has not been paid for tho current year beginning May 1st, 1912, and a license tag attached to the collar of said dog. It is contrary to law to drive an automobile or motorcyclo in the streets of North Platte at a greater rate of speed than twelve miles per hour, or to pass the intersections of streets at a greater rato of speed than six miles per hour or to drive after dark without ono white light in front and one red light behind. Regulating the construction of side walks, npproaches, streets crossings nnd curbs in the city of North Platte, Nebraska, and providing for a license to persons, firms and corporations, who shall engage in the business of constructing side-walks, approaches, street crossings and curbs in said city of North Platte. Nebraska. Be it ordained by the mayor and city council of the city of North Platte, Nebraska: Sec. 1. Supervision. The construc tion of all side-walks, approaches, street-crossings and curbs shall be under the supervision and control of the city engineer and street commis sioner, under the instructions from tho committee on side-walks and bridges, under the rules and ordinances of the city of North Platte, Nebraska, See. 2. License. No person, firm or corporation, shall engage in the busi ness of constructing side-walks, ap proaches, street crossings nnd curbs in the city of North Platte, Nebraska, without holding a license to engage in such work, issued by tho mayor and city council of the city of North Platte, Nebraska, providing, however, that this shall not apply to persons operating under special contract with the city of North Platto for such work, and property owners constructing their own side-walks. Sec. 3. Petition For License. A pe tition for license shall bo presented to the city council and signed by ten free holders, who shall be electors of said city, and no person, firm or corpora tion, shall receive such license who does not have an established place of business within the corporate limits of the city of North Platte, and who shall not have furnished the city council satisfactory evidence of his or their responsibility and qualifications to ap ply said trade m accordance with the requirements of this ordinance, and the city council rules and ordinances for the conduct of such work. . Sec. 4. Bond. When the petition of such applicant shall have been granted by the mnyor nnd city councii, before the same shall issuo, the npplicnnt or applicants shall file with tho city clerk n bond in the sum of $1,000.00, to be approved by the mayor and city coun cil; conditioned: "That said person receiving such I license shall well and truly perform .the conditions of all contracts entered pinto by said person, receiving such license, with the city of North Platte or the re spective property owners of said city, for the construction of side-walks, ap proaches, street crossings nnd curbs, nnd protecting the said city of North Platto against all loss or damage which may occur by any carelessness or neg ligence of such person receiving such license, either in the execution of said contracts or tho prosecution of the work in course of construction, or by reason of any unfnithful or inadequate work done by such person or persons or by his or their employees, and that r baid license shnll also conform to tne'eon ditions and requirements imposed up on such person or persons by the said city forhis or their government in construc tion of said work, nnd shall save said city harmless from nil damages that may occur to others, by the negligence or default of such licensed person in the construction of such work aforesaid; nnd that said person receiving such li cense shnll pay all fines nnd penalties imposed upon him or them by section 9 of this ordinance." Sec. 5. Uso of License No person, firm or corporation engaged in the busi ness of constructing side-walks, ap proaches, street crossings nnd curbs shall nllow his or their names to be used by any other person, directly or in directly, or to permit any porson to do any such work undor his or their license or bond. See. 6. Barricades. Excnvations in streets und alleys slinll be,made in such manner ns to impede travel ns little ns possible. Red lights shall be maintained on nil un-flnisiied work at night, from dark until sun-rise, and sufficient bar ricades shall be in place, nt nil times until tho work is completed, to prevent any person or persons from injury in crossing said work. Sec. 7. Surplus Material Removed. After tho completion of any job of work nil surplus material must be removed from tho streets and alleys nnd places where said work has been done. ' Sec. 8. Inspection. All side-walks, approaches, crossings nnd curbs must be inspected nnd approved by the c ty engineer after completion. Sec. 9. Penalty Any person, firm or corporation who shnll bo found guilty or violating any of the provisions of this ordinance, or who shall fnil or neglect to comply with any of such provisions shnll, on conviction thereof, be fined in n sum not less than $5.00 and not more than $100.00 for each offense: and each dny snid licenso shall continue to violate this ordinanco shnll be deemed a sep arate offense. Any violation of tho fore going regulations or of the directions of the city engineer, or street commissioner shnll be cause for temporary suspen sion of tho licenso of tho offender by the city engineer, pending a hearing by the city council, in addition to nny othor ponnlties that may be imposed under this Ordinance, nnd such suspension shnll oporato until such penalties are paid and until licenso is restored by tho city council. Sec. 10. All ordinances nnd parts of ordinances in conflict herewith are here by repealed. bee. 11.
