To Water Coniummers. - May 31, 1912. In order that the citizens may know tho reasons for making thu restrictions on, tho use of water, I make the follow ing statement: Tho largo boiler known as No. 3 wns inspected on Fob. 19, 1912 by Mr. D. A. Luker, tho Boiler Inspector for tho Casualty Co. of America, who mndo tho following report: "We note that tho pitting of shell is getting very bad, in fact ono holo blow in on lower shell. On side of blow off pipo and on sido of boiler in furnace tho shell is Borious, also the rear head. Wo consider this boiler unsafe, there fore, wo recommend that it bo replaced within ninety days from date of inspec , tion." Mr. Lukcr also made measurements of tho thickness of tho boiler shell in '. several of tho thinnest places and found sovoral spots whero the thickness was only ono sixteenth of nn inch, about tho thickness of tho back-of a knife blade. Pressure carried on this boiler was eighty pounds. Feeling that to continuo to opera to this boiler wus to endanger not only tho plant but tho lives of tho engineers, tho city considered it advis able to ordor a new boiler. Tho new boiler was ordered on May 10th, and was expected to bo hero on May 20th. In order to have everything in readiness so the new boiler could bo installed, without dolay, work on removing tho boiler was started on tho 14 th of May and on May 20th tho old boiler was re moved from thojold poworhouse. Duo to aomo changes mado in tho new boiler, it was not shipped until about a week later than anticipated and this makes it necessary for us todopend upon the two small boilors for all our powor. Tho now boiler arrived Sunday and tho work of installing commenced and will bo rushed to completion, and as soon as possible tho temporary restrictions on tho uso of water for lawn purposes will bo modified. I wish nlso also at this timo to thank tho citizens generally for tho hearty co operation nhown by so cheerfully complying with tho rules for sprinkling and express my appreciation of their support.
