In Washington he has not deviated from tho rule of his ofllcinl conduct in Nebraska. This is shown by his speeches and his votes in tho senate in favor of lower tariff duties; for the establish ment of a board of tariff experts; for liberal pensions; for the enforcement of tho Sherman Anti-Trust law and against it rcpenl; for tho Arbitration Treaties; for an amendment to the Constitution providing an Income Tnx, of which he is tho author, and which has theretofore received the approval of thirty-one states; for the election of United States senators by direct vote of the people, against the retention of his seat by William Lorimcr of Illinois. Moreover he has labored to secure nnd has obtained a favorable report from the sub-committee to tho Judiciary, upon his bill to prevent a federal court from restraining the assessment or col lection of state, county, municipal nnd district, as well as federal taxos. When this bill is enncted into law, it N will make the tying up of taxos, which caused so much distress in Nebraska, pending the removal of the injunction of tho courts, impossible. Of tho twelve now senators, who came in with him, he secured the choicest committee assignments, in cluding a place upon the Judiciary, Military, Pensions, Immigration and Indian Affairs ' committees, ulso tho Committee on Patents, of which he is chairman. Nebraska owes it to herself to retain tho courageous and conscientious ser vices of Norris Brown in tho senate of tho United States, where his influences has grown steadily from tho day of his arrival in Washington. Faithful Service. If Norris Brown's public record is disapproved it must indeed bo said that the American peoplo are hard to please. From the time he, as attorney general, successfully prosecuted the suits against the big corporations for non payment of taxes and for combining in restraint of trade his official activities have been consistently for the promo tion of the general welfare of his con stituents. As United States senator perhaps his most important achieve ment has been tho introduction of an amendment to the federal constitution giving congress power to levy an in come tax, which nmendment now lacks the endorsement of only five ctates to become a law. Ho has stood for a downward revision of tho tariff in ex act fullflllment of the pledge made by the Inst republican nationnl platform, and his record in this regard is no dif ferent from thnt of his only competitor for tho nomination. Ho is one of the pioneer advocates of tho direct primary nnd nctively supported tho presidential primary law passed by the last legisla ture. Ho favors a scientific tariff com mission, adequate regulation of railroads and other interstate corporations, a liberal pension policy nnd restriction of the power of federal judiciary to inter fere with tho enforcement of stntolaws, particularly those pertaining to the levying and collection of taxes There has been no negligence or shirking of duty by Norris Brown nt any stage of his official career, neither has there been the slightest indication of that companion vice so common to public men known ns "grandstanding."
