knockers advise in tho pant wo would
hnvo hnd no modern high school or grade
school buildings, no library, no sewerage
system, no cement walks or street cross
ings nnd wo would still bo walking on
the old board walks or through the mud.
All of these things coast money nnd the
money has to bo raised by taxation,
they nro worth all it costs.
It was our sewerage system, which
the knockers opposed nnd still condemn,
that makes it possible to erect the
Federal building, the Elks building, tho
Masonic and Odd Fellows buildings, the
Tlmmnrman, tho modern Bchool build
ings nnd all the find modem residences
that have been bdilt since tho installa
tion of tho Boworago system.
North PIntto has made n groater and
moro substantial growth during tho past
five yearn than it did in tho previous 15
years, nnd nil of this hns been accom
plished beciuso the jicoplo hnvo ro
fused to bo led by the knockers
And now it is prosposcd to erect n de
cent city hall, a building that wo would
not bo ashamed of, for a home for tho
fire department and tho cityoilicers, wq
find this same band of knokcrs flooding
streotH with their contemptible, anony
mous gutter snipes filled with fnlso
statements, that not ono of (hem would
dare to fathor by nppending his sig
nature to the same, with tho hopes they
will dupo enough of tho people to pre
vent tho bondacorrying by tho necessary
three fifths voto.
Tho fact that tho voters of thlo city
havo twice given this proposition sub
stantial majorities, the last time lack
ing oniy 10 votes of tho necessary threo
fifths, docsnotnppcal to these knockers.
Thoy do not boltevo in majority rule,
when the majority nro seeking to build
up tho city and mako it a more attrac
tive place In which to live.
A progressive policy of improvement
does not necessarily Incroase taxes, A
policy of tlii kind intelligently pros
ecuwu, oy malting trio city moro
attractive brings in new Bottlers and on
chanes the value of property and results
In the lowering of taxes. For example
it.Is only a short time ngo it required
a seven mill lovy to raise enough money
to pay tho nnnunl hydrant rentals, tho
sarno amount 1b now raised by ol 31 mill
levy.

John McConnell, of Somerset, was in
town Saturday securing contribution
for the premiums to offered at tho
Somerset farmors' Institute which wil
bo held November 13th and 14th. Sov
oral good speakers have been secured,
among them Prof. Bower, of Iowa, who
will make addresses on eovoral different
subjects. The Somerset institute has
been held annually for several years
and is perhaps the best Institute in the
county, the farmers responding with
fine exhibitions of agricultural products
and stock, and tho ladles exhibiting
articles of cookory and fancy work
Last year tho attendance at tho sossiona
averaged over 350.

4th day of October, 1911, in tho city of
North riatto, an election win do neiu,
at which tho following proposition shall
be submitted to the voters of said city:
"Shall the city of North Platte Issue
its bonds In tho sum of $22,000.00, in
denominations of $1,000.00 each, dated
Dec 1st. 1911, duo fn twenty years
from their date, but payablo at any
time after ten years, at tho option oc
the said city, to draw interest at tho
rate of five per cent nor annum, payablo
semi-annually, principal and Interest
payablo at the Fiscal Agency of tho
State of Nebraska, in the city of New
York; said bonds to be used for the
purpose of obtaining money with which
to erect a city nan, to accomouaus mo
city officers and records, the firo de
partment and firo apoaratuses and po
llen ilfnnrtmint. And shnll tho nroner
officer of said city bo authorized to lovy
ami collect a tax annunny, in tne same
manner as other municipal taxes may
be levied nnd collected, in nn nmount
