A necessity, as well as a demand, Iiub existed for Homo such legislation for some time, and I am confident constituents interested in tho North PIntto project will bo pleased. "Another bill affecting the interests of homesteaders in perhaps half of tho counties in my district ia ono, tho pro visions of which will result in securing to bo oxpended for the resurvoy of or , iginal surveys mado many yoars ago, four times as much money as the lav, as now written, permits. This new bill we secured to correct a mis take mado as tho result of n clerical error in an act which was passed year ago. Already, in anticipation of the passage of this new bill, for which , I havo worked dlllgontly for tho last four, months, I havo secured to bo ap portioned for aurvoys In Nebraska $20,000 for this year; and now that the new act is a cortalnty I am endeavor ing to socuro as much as $10,000 more. "I have secured finally a favorablo 'report on my bill for tho reliof of soldiers of the civil and Spanish-Amori-v'can wars, entitling the soldier home- ' 'stead entryman for tho timo of his i service in either war if his last dis charge was honorable, though a previous dlschargo was not honorable, Tho final favorable report was mado too lato to secure the passogo of tho bill at tliia session, but I expect to pass it at the next session, ' "I have secured pensions and Increase l?of pensions for many worthy soldiers by privatu bills, besides many fuv'or- ablo decisions in tho Bureau of Pensions' I have supported the Roosevelt and Taft policies and legislative measures. In my efforts for legislation I have en joyed the hearty and efficient co operation of our Nebraska senators." Careful investigation of the congres sional record bIiows that the relative standing of Mr. Kinkaid for attendance during tho session and answering to roll call Is very high. A compilation and comparison of his vote with those of other members discloses that ho ranks easily with tho five or six members of the house whose records are the best ns to tho number of tho votes they havo expressed, including Mr. Mann, the acting censor of every bill which comes up for consideration, and the republican floor leader, Mr. Payne, who3c duty It is to be present nt all times to manage the parliamentary situation for tho majority side.
