Carnegie Library far North Platte.
If North Platto desires the gift of a
$12,000 public library from Andrew
Carnegie it enn bo had by complying
with the provisions exacted by the
donor. These provisions are that the
city buy a site and tho city council pro
vide a revenue of $1,200 per year for
the maintenance of the library.
Tho abovo information was convoyed
in a letter received Sunday by Mayor
Patterson from Mr. Carnegio's secrc-

son wrote a letter to Mr. Carnegio on county bridges
soliciting a library building for North fund for $287.75.

Tho maintenance of tho library is an
easy matter, as tho state law authorizes
tho lovying of a two mill tax for pub
lic library maintenance. Such a lovy
on the present assessed value of tho
city would produce $1,600 annually. By
making tho lovy a year a head of tho
completion of the building a aum neces-

donations of books would be made by
residents as well as by thoso who aro
non-residents.
Tho acquisition of a sito for the
building would probably nccessitato tho
-voting of bonds, unless some public
spirited citizen would donato a site. In
case bonds aro voted it is suggested
that they be of a sufficient amount to
purchase not only a library site, but a
site for a city hall and tho erection of
a city' building which is now needed,
and will be more in demand ns the city
increases in growth. This city building
would also house the city fire depart
mentor at least some of tho com
pantos.
.To provide a sufficient sito for both
the library, building and a city hall
would 'require a tract at least 88x132
a larger tract would of course be better,
the foundation of a plan to establish
tho American Agricultural university,
where they will educate young men to
bo practical tillors of tho soil. The
movement has official support through
the secretary of agriculture, who, to
gether with tho president, will attend
the convention.
Tho proposition is to locate the uni
versity in St. Louis as a central point
accessible to farmers from all parts of
the country. The university idea is the
direct product of the gcnoral deter
mination to turn the tide from the
cities to tho country as an important
of step in solving tho economical problems
for of present and future, chief -of which
is the high cost of living.
The plan for this university docs not
ignore tho fact that institutions are
already doing a similar work, but
contemplates a much broader scope of
instruction. It proposes, not so much
to teach young men about farming as

the question is a serious one, and if
this American Agricultural university
scheme can do what no other agency

oratorical, Miss Agnes Bakowcll in the
humorous and Miss Irma Huffman in

highest marking of any of tho contest
ants and will represent tho local school
at the Western Nebraska contest to bo
hold at Gothenburg next Friday evening.

By a decisive vote of 162 to 110, four
teen being prosent and not voting, tho

for two battleships and twenty-four re

Shallenborger makes tho following pub
lic statement: "I nm opposed to county
option because it is nothing less than
prohibition, but I will run for governor
on any platform the dcmocractic party
sees lit to promulgate." Two years ago
tho. governor stood on two different
platforms with conflicting planks and,
therefore, really utood for nothing in
particular. In his statement he says ho
is opposed to county prohibition, but
intimates that he will stand for any old
thing just to secure tho nomination. A
