TWENTY-FOURTH YEAR.
NORTn PLATTE, NEBRASKA, AUGUST 25, 1908.
NO. 01
FOR NEW COURT HOUSE BONDS.
To tho Voters and Taxpayers of
Lincoln county:
Your committee in opening tho cam
paign for a new court houso deem it
proper to givo the history of tho steps
that led. up to tho appointment of this
committee and the inauguration of the
campaign for a new court house.
Early this spring the North Platte
Tribune editorially called the attention
of tho people to tho imperative need of
a new modern flro proof court house,
adequate to the needs of the public
business of the county. This article
pointed out the utter inadequacy of the
present building and the danger to the
valuable records of tho county by hav
ing them stored in a flro trap without
protection of any kind.
The North Platte Telegraph enthu
siastically endorsed tho position of The
Tribune and pledged its support to the
proposition.
This was followed by an able article
in Tho Tribune written by John J.
Halligan pointing out the danger to
tho records from flro in the present
building. In this article Mr. Hnlligun
called attention to tho fact that a very
large portion of the title to real estate
in this county are based on the decrees
and proceedings in the district court,
and that all of these valuable records
were without protection from fire, and
very ably advocated thi immediate
building of an ndequato fire proof court
Vouse.
This was followed by the action of
tke Commercial Club in securing tho
services of a competent architect to pro
pare plans and design of modern firo
proof building adequate to the needs of
the county and with ample public rest
rooms with toilet facilities. The design
and plans wero prepared and the
estimate of the architect showed hat
such a building could be erected at
North Platte for the sum of $100,000.00.
These were submitted at a public
meeting held at tho commercial club
rooms, nnd it was the unanimous
opinion of tho business men at that
meeting that there should bo a public
meeting held at North Platto August
1st. to consider tho proposition. Tho
call for this meeting was Bigncd by
moro than one hundred of tho promi
nent business men, farmers nnd tax
payors of tho county.
Pursuant to this call, which was nn
invitation to all tho voters of tho coun
ty, an enthusiastic meeting was held,
and after listening to able addresses by
John E. Evnns, J. G. Heeler, John J.
Hnlligan, W. H. McDonald, W. V.
Hoagland and others, the meeting
unanimously ndopted a resolution in
favor of tho issuance of 5100,000 bonds
of the county to build a now fire
proof court house, and instructed tho
chairman of the meeting to appoint a
committee to prosecute tho campaign
for the new court house bonds.
In accordance with this resolution the
chairman appointed a committee of 42
non-partisan and representative tax
payers from the various sections of the
county. This committee was convened
at the Commercial Club rooms August
7th, at 8:30 p. m., and then and them
organized by the selection of John E.
Evans as chairman and E. S. Davis
secretary.
An executive committee consisting of
J. E. Evans. N. McCnlin. E. S. Davis.
II. M. GrimcB and I. L. Bare was se
lected and a finance committee con
sisting of Jnmes McDonald, N. McCabe
and N. E. Workman was chosen and it
was decided to have a petition printed
and circulated for signatures asking the
county commissioners to submit at tho
ensuing general election a proposition
to issue $100,000 of tho bonds of the
county, drawing not to exceed four per
cent interest, to build a new firo proof
court house, ndequato for the needs of
the county nnd to include ample public
rest rooms with toilet facilities.
Your committee will in subsequent
articles discuss this proposition from
tho public spirited tnx-payers stand
point.
