President Harrison has transmit
ted to the senate the extradition
treaty with England, refered to in
his message, negotiated by Secre
tary Blaine and Sir Julian Paun
cefort, the British raiuister. By its
tprms the number of 'extraditable
offenses is largely increased, the
most important addition being that
of embezzlement, so if the treaty be
ratified Canada and the United
States will cease to exchange a
class of undesirable residents who
have hitherto secured immunity
from punishment.
Nine states have chosen for Re
presentatives and Senators only
native-born citizens. Only the
older and smaller commonwealths,
of course, can show such a record,
and the list is that of the thirteen
original, with Massachusetts, Con
necticut, New York, New Jersey,
Pennsylvania and Georgia taken
out, and Maine and West Virginia
added. Thus Maine sends six, New
Hampshire four, .Rhode Island four,
Delaware three, Maryland eight,
Virginia twelve, West Virginia
six, North Carolina eleven, and
South Carolina nine all native
born delegations.
Consumption is on the Increase.
From recent statistics it appears that Con
sumption is on the increase throughout the wes
tern states. The principal cause, it is stated,
is due to neglect of common coughs and colds.

The new badge of the American
Federation of Labor is a disk of
copper - or gold, half an inch in
diameter, enamelled to represent a
hemisphere, as, shown in maps of
the world, in blue or black, but
marked by only eight meridians in

for a work day of eight hours.
Above the disk is a scroll with the
letters A. F. of L. underneath is
a pendant inscribed "Labor Omnia

tion. On the disk at the north
pole is a figure "8" and at the
south pole is the word "hours."

dollars, or enough to build a mod

of the past.

The first railway constructed in

ing granite from the quarries. It
was four miles long and cost 50,

The California railroad commis
sion has received a complaint from
a traveling man who was clearly
discriminated against by the South
ern Pacific. The rules allow 150
pounds of free baggage. The
traveller had more, and rather than
pay the excess charges bought a
second ticket. The road refused to
allow the baggage to be checked on
both tickets, claiming that the
"passenger is entitled to the free
baggage and not his ticket." This
is a remarkable claim, and one that
will certainly have but little weight
with the commissioner.
