It would especially help them to see public patronage employed to guillotine Democrats who reject an administration tariff. The process would make the coun try understand what Mr. Cleveland's "reform" really means, and what kind of tariff is to be expected from the election of a Democratic Presi dent. The Mormon elders are not regu larly ordained ministers, and conse quently are not in charge of regu larly stated congregations contigu ous to lines over which reduced rates are requested; hence the denial of the benefits referred to.
