Alliance citizens may an well face
the truth. This city is one of the worst
in the state.
There is but one thin? to be done
The lawlessness must be checked, and
checked immediately. . The time for
half-way measures is past It is
enseless to arrest a few Mexicans,
oeirroes and Greeks, and allow far
worse criminals to go free.
. Officers charged with law enforcement-are
not to blame. Public senti
ment is the guide by which they go,

There is needed a tightening up &
Along the line. Citizens of Alliance
liave taken the first step today, in
their demand that the officials pro
ceed to gather all possible evidence
to push the murder charge. But more
i than a spasmodic effort is needed, else

of vigilantes be organized, to hwaist
the officers in enforcing the law. A

sufficient to convict evidence that
will convince any jury. It's a sugges-
, lion that is worthy of following up

the city. At tKe present rate it won't
he long until the most easy-going
citizen will be aroused. The time to
remove a cancer is before it eats too

will surely cause its failure. The ex
perience of cities in which the city
manager plan has succeeded has bacn
that the people have received more
for the money expended, not that the
total expenditure has been reduced.
We do not believe that the city of
Alliance has been wastefully or ex
travagantly managed though possibly
the expenditures in some cases could
have be,n more judiciously made.
The Attributes of a city manatee for
Alliance should be first thorough busi
ness training, considerable knowledge
of both general and municipal finance
and some knowledge of municipal en
gineering problems.
In addition to this it has been sug
gested that he act as street commis
sioner, superintendent of the light
and water departments; design and
supervise the municipal improve
ments. The superintendent of the
I.'ght and water department and the
street commissioner have always been
actively employed on their respective
work and to make this saving it would
be necessary for the manager to su
perintend such work on the streets.
In regard to the design and super
vision of municipal improvements this
would take considerable more of his
time for work that could bo do..; In
expensively by specialists. Grant and
Fulton's contracts with the city of.
Alliance call for 314 per cent of the
contract price for design and en
gineering service and VJ per cent for

Grant and Fulton's resident engineer,
he stated that the charge for Inspec
tion was based on the actual cost over
a number of years and the cost of in
spection to Alliance was nearly VA
per cent of the cost of construction on
paving and storm sewer and consid
erably more on sanitary sewers. He
also called attention to the fact that
there never were less than two, gen
erally three and sometimes four in
spectors in Alliance. In addition all
brick was tested at the place or man
ufacture before shipment.
The natural and logical conclusion
is that a city manager loaded down
with such detail work would not have
time to perform the more important
function of city management, the bus
iness and financial side and that the
city would be paying a higher price
for the routine work than at present.
Let us stick to facts.

Wednesday morning. The confirmed
(and chastened) practical joker re
moved his hat, made a neat bow to
the steno, and in his most sugary ac
cents addressed her thusly: ''Madam,
would you like to hive a good county
attorney? I'm a mighty good man
but I'm out of a Job just now." The
steno, thinking him in earnest, and
desiring to spare his feelings, let him
down easy: "I'm sorry," she told him,
"but we already have a county at
torney."
Jack says he's going to get even
with somebody because of that story
of the deer killing and his arrest.
However, he only stole one cigar off

Our friends at the club aren't as
liberal with free smokes as they used
to be, but now and then we can per
suade some of them to come across.
And we aren't entirely out, yet.
Half a dozen staid married couples

the Fourth ward, Episcopal Parish
house, 215 West 7th street.
The election will be held ami the
ballot box for the reception of ballots
will be opened at the hour of nine
o'clock A M. and will be closed at the
hour of seven o'clock P. M. on the -1th
day of January, A. D. 1921.
Qnly legal voters of the city of Alli
ance will be permitted to vote upon
the question submitted at f-aid elec
tion.

The Elks minstrel will have, among
other attractions, some high kickers.
The chorus is especially trained, and
while they were receiving instruction
n the art of elevation, one male mem
ber of the cast was observed peering
through the keyhole.
This man expressed himself as en
tirely satisfied with the performance.
He regrets that he cannot be in the
audience tonight
"Mighty good work for amateurs,"
was his comment.
Of course., it was rerrettahl that
shortly after he had gained the key
hole, the door had to come open.
But even a skinned nose and, scorn
ful looks didn't dampen his ardor. "It
