Be It ordained by the Mayor and City Council of the C'ty of Alliance, Nebraska: Section 1. That raving District No. 3 be, and hereby la, created In the City of Alliance, Box Butte Coun ty, Nebraska: Section 2. That aald paving dis trict No. 3, shall comprise, and In cludo all that portion of no Butte Avenue In said city between the South line of Fifth Street, and, tho North line of Tenth Street; all that part of Fifth Street situated between the west line of Iot 21 County Addi tion to the City of Allkince. if ex tended South to Intersect aaid Fifth Street, and the East in of Lot It County Addition to the City of Alli ance, If extended South to intercept T-.TI'I T II ui pa m l , nit l nut Sixth Street situated between the Weal lino of Lot 15 County Addition to the City of Alliance, If extended South to intercept aaid Sixth street, and the Hast Line of IOt 24 In Coun ty Addition to the City of Alliance. Section 3. That the roadways in Bald district shall be paved as fol lows: On Box Butte Avenue 34 feet each way from the center of said street, except that an unpaved park ing 18 feet in width Bhll be left along the center line of said street between . the North lino' of Sixth Street, and the South line of Seventh Street; between the North line of Seventh Street and the South line of Eighth Street; between the North line of Eighth Street and the South line of Ninth Street; and between the North line of Ninth Street and the South line of Tenth Street. On Fifth Street, Sixth Street, Seventh Street, Eighth Street, Ninth Street, and Tenth Street, 15 feet each way from the center line of said streets. Section 4. That curbing and gut tering shall be constructed within said paving district. Section 6. That Ordinance No. 267 of the City of Alliance, Nebras ka, entitled "An Ordinance creating Paving District No. 3 of said city, and defining the limits thereof, pro viding for the giving of notice to the owners of real estate situated within said district, and for the filing of ob jections and protests against the cre ation of said district, and the paving thereof by the real property owners within same and benefitted thereby," and all other ordinances or parts of ordinance sin conflict with the terms hereof, be and the same hereby are repealed. Section C. The Mayor and Clerk of said City of Alliance, Box Butte County, Nebraska,' shall, after the passage, approval and publication of this ordinance, publish notice of the creation of said paving district num ber three one time each week for not less than twenty days in a weekly newspaper- of general circulation published in said city, giving notice that if the owners of the record title representing a majority of the abut ting property owners in said district Shall file with tho City Clerk -withlu twenty days from the first publica tion of said notice written objections to the paving of said district, said work shall not be done In said dis trict under this ordinance, but this ordinance shall be repealed, but that If said objections be not filed against Bald district In the time and manner aforesaid, the mayor and council shall forthwith proceed to construct such paving and in advertising for bids for paving, the mayor and coun cil may provide for bids on different materials and types of construction and shall, in addition, provide for asking bids on any material or ma terials that may be suggested by petl tlon of owners of the record title rep resenting twenty-five per cent of the abutting property owners in said dis trict,, if such petition is filed with the City Clerk of Bald city before ad vertlsement for bids Is ordered, and that upon the opening of bids for said paving in said district number three the mayor and council shall postpone action thereon for a period of not less than ten days, during which said period of postponement the owners of the record title repre senting a majority of the "abutting property owners in said district may file. with the City Clerk a petition for the use of a particular material for paving, in which event a bid on that material shall be accepted and the work be done with that material, and that In case such owners fail to des ignate the material they desire used In such paving in the manner and within the time above provided, the mayor and council shall determine upon the material to be usedfi pro vided.'the mayor and council may in any event, at its option, reject all bids and readvertlse if, in Its judgment the public interests re quire. Each may struggle along for a time, but neither can travel fast or far, and the strain is sure to be great. A business that lacks the revenue to pay for the best material and workers can not give the best service. When the service suffers, all users of the service also suffer. That is the problem now facing the telephone company. Unless it charges rates that make it possible to purchase necessary material and pay wages that will hold good employees, it can not give you good service. The future of your telephone service rests on the charging of fair rates.
