And inserting In the place of the words no stricken, the following words : "Second. Persons of foreign birth who shall have become citizens of the United States by naturalization or otherwise conformably to the laws of the United States at least thirty days prior to an. election. That at the general elec tion nineteen hundred and eighteen (1918) there shall be submitted to the electors of the state for their approval or rejection the foregoing proposed amendment to the constitution relat ing to the right of suffrage.
