Among the varied industrial enter
prises of the Postoflice Department

devoted entirely to the manufacture
of mail lochs and the bag attach
ments used in mail transportation.
When this administration came into
power, the department sorely needed
an Improved type of mall lock. Tho
thop was Immediately reorganized,
placed on a business basis, and its ac
tivities enlarged so as to meet this
imperative demand. Within a very
short time a new and greatly improv
ed lock had been devised and its pro
duction begun. "" " ;
The lock in ube weighed 5 V.

ounces. As 430,000 of this new pro
duct have been put into service, (he

partment has greatly profited by this
wise public policy. In the lock shop'
a recent achievement In'thls' diree-''

work of three of its employees,- for
use on. bags; .also one designed for
locking large quantities of parcel
post matter, which , has heretofore
been without this protection. It can
be made at a very low price, requir
ing less material and a fewer number
of operations. The significant part
of this lies In the great number re
quired In the service, between three
and four millions, the output being
500,000 annually. As the cost has
been reduced by the new method
from '4 H to 3 cents each, it will be
seen what a splendid showing this
makes for administrative economy.

years has needed, and vainly endeav
ored to accomplish. This device will
be of great value to the postal service
at large by Increasing the capacity
and efficiency of mall bags to a de
gree difficult to estimate. The mod
ern system of business methods and
the proper encouragement of employ
ees to take an active and earnest in
terest in their work, both of which
desirable features this administration
of the department has favored and
put into practice. Is responsible for
the many Improvements . made and
the advantages gained.
Active experiments are constantly
being made for the betterment of the
service. For many years a tremen
dous expense has been the labeling of
the Inunrn-e quantity of mail bags In
use. Th form of label usd in the
past and still used by clerks all over
the country la tbe doubling and re
folding of wat Is known as a "facing
slip." The preparation of these la
bels by thu thousands has been and Is
an expensive proposition, yet there
appears to have been no effort on the
part of previous administrations Jo
progress from the old method. Un
der present direction a perforated la
bel In Bheets and runs lias been de
signed which Is practically ready for
use when furnished to employees.
Kvery postal clerk in the country and
thousands of postoflice employees will
Dud this new method of great advan
tage and it will result In a large
economy in the service.
There havo also been some other
notable improvements made, viz., the
substitution of steel where brass was
formerly used, at a very considerable
lessening of expense; a device for fas
tening foreign mail pouches, dolnp
away with the old-fashioned method
of string and seal; a scheme for sav
ing twine by means of a simple hold
er which permits free and easy use
without waste, and a flexible stamp
design, for which the contract price
was 34 cents, but which will now be
made at a cost of but 8 cents. A me
chanical pickup or facing table for
use in facing and stacking letters In
first-class post offices has also been
developed and will soon be perfected.
This device is considered superior to
those now in use and costs less than
one-third as much to manufacture.
Those at present In use cost approxi
mately $1,500.
It will thus be seen that the activi
ties of the Postoflice Department have
been centered along lines which will
not only produce large economies to
the people of the country, but will al
so prove a great convenience to those
in the service. During the past three
years two objects have been kept con
stantly in view, vie. saving the pub
lie money wherever possible and
serving the people to the fullest ex
tent. There was room for great Im
provement and there has been much
accomplished. It is but common Jus
tice to award due credit In these ad
ministrative reforniB to the fourth as

The Department of Markets, which
was represented by C. E. Bassett, of
Washington, who this spring spoke to
the growers, dealers and business
men on "Marketing Problems of the
Potato Growers and Dealers", Is now
conducting a Market News Service on
potatoes. Representatives of this of
fice are stationed In the following
markets: Philadelphia, New York,
Boston, Buffalo. Chicago, Minneapo
lis, Pittsburg, St. Louts, and Kansas
City. Arrangements have been made
to secure information regarding mar
ket prices and conditions in all other
Important markets.
Every morning through' their rep
resentatives or temporary connec
tions In the cities, they receive teleg
raphic reports which show the num
ber of cars of each commodity which
have been unloaded during the pre
vious twenty-four hours together
I with the districts In which they orig
inated; the prevailing Jobbing prices;
! tbe general quality and condition of
the commodities from each Important
commreclal district, as well as the

mands, and the general weather con
ditions prevailing that morning on
