In. be a saving and a benefit to the county, in that the roads could be kept in good shape all over the coun ty, but it has been my observation that most of the prisoners . would great ly prefer to get out and work on the roads instead of languishing in the jail, especially during the spring, summer and fall months, right at the time when road building is in prog ress. "The cost of keeping prisoners un der present arrangements is'$1.50 a day for the sheriff's services as guard anl lifty cents a day for board. If the prisoners were required to work on the roads, the County would be getting some benefit from their serv ices instead of holdinx them in Jail while the cost of their maintenance goes on just the same. In the spring and summer there is a general influx of tramps and professional hoboes who commit petty crimes in and around Alliance, and a few days of hard work on the roads would do them good, and would really keep them under a better Influence during their stay here. After this law has been in effect until it became general ly known over the country, this class of men would "fight shy" of Alliance and pick their routes on their migra tion through another section of the country. Even though this did cut down the normal road force, it would keep an undesirable class out of Al liance and the county and would tend to-lessen the petty crimes that have been committed by them in the past." Thus did County Attorney Basye bum up his views on the subject. An examination of the Nebraska statutes reveals the fact that the law was enacted by the last legislature that any county could, at any elec tion, vote on the county convict labor question. The law further states that if the question passes with a ma jority vote at the election, the coun ty commissioners shall proceed to appoint a county highway commis sioner, who will have charge of the prisoners and the work. It is pref erable that some man be appointed to this position who is well acquaint ed with conditions over the county, and who has some knowledge of sur veying. A proper guard would be provided to prevent escapes. After the first year, during which the coun ty highway commissioner has held his position by appointment, the of fice becomes elective, the same as all other county offices. At the present time any county may contract with the warden, sub ject to the approval of the state board of prison control, for convicts from the state penitentiary to work on the roads The service of these convicts Is paid for at a stipulated price "per head", the county paying for the board, lodging and guarding of the prisoners. An effort is being made to make the state Institution B?lf su8Ulnlng, and this is one of the links In the plan. A paved highway is now under construction between Lincoln and University Place, the state paying the cost, and prison la bor Is being almost exclusively on the work.
