LEGISLATIVE MUTTERINGS IUrth1rt of Lincoln and WaMhlnic t4n Coiniiit'inoritled lit the 8t.ate Senate Thl Vt'k Lincoln, Nebr.. Feb. 17 There have bren exercises In th sennte thlsw ppk, commemorating the Lin coln and Washington birthdays. Senators Qulmby, Hoagland and Bedford were the orators of the oc casion and many of the visitors who were present on these days were riv en a sample of real senatorial speech making. It Is a pleasure to note how men of both parties soon forget their partisanship when occasions such as these demand. Secretary of State Pool and bis office force are now working over time getting out a report upon the mount of taxes paid Into the state by virtue of the corporation tax law. It is hoped to give a comprehensive bowing, that legislation may be enacted with a better knowledge of (be needs and the benefits to be de rived. There has been much opposition In (be senate end of the state bouse up on the part of stock food manufac turers over the proposed new legis lation sought by the Ture Food De rartment. It rema'ns to be seen tra amount of time this year in or der to investlpate more thoroughly all appropriations to be made. The committee Is making a special effort to allow only thone appropriations which will actually be needed dur ing the ensuing two years. The pur chasing of certain supplies has been stopped thereby eliminating quite an item of expense. A bill fathered by Taylor of Cus ter prohibiting court reporters from accepting fees was Indefinitely post poned In the committee of the whole house. A battle of words attended the consideration of this bill. Cron In of Holt and Inlpan of Greeley led the opposition. When the senate refused to pups II. H. 112, after that measure had gone through the House with only eight votes In opposition to it, there was much talk about the two branch es of the legislature getting at log gerheads and of each branch retali ating on the other. The bill provid ed that no member of the State Nor mal Board should be selected from a county In which was located a normal school. The House passed this bill wltb all good Intent. The Senate believing that the measure was brought out to prolong the fight between Thomas and Majors and that the board as now existing ap pointed by a democratic governor is entirely .satisfactory, refused to take any part in the fight and decided to let the State Normal Board stand as at present organized. This episode however can not break up the har mony existing between the upper and lower branches of the legisla ture. It is safe to surmise that dur- whether the fellows who sell so 1 Ing the present session as In all sea sions in the past many bills will be "killed" by one branch although they have passed the other. Representative Alnlay of Nance bas Introduced a bill providing for the selection of the seats of members to be made by drawing lots. In the past It bas been the custom for mem bers to make a grand rush for Lin coln to select their seats as soon as tbey were elected and as a conse quence those living in the far west were forced to take the seats left af ter the members from the eastern part of the state had bad their pick. The bill has been reported for pas sage by the committee. Lincoln's birthday was observed In the House by the reading of the Immortal Gettysburg address and appropriate remarks made by Mr. Kelsner of Thomas. At the beginning of the present session the slogan adopted was "E conomy" and that slogan bas been llred up to very sincerely. The era tilovees committee of the House beaded by W. J. The feeling against Douglas county which has existed in previous sessions is rapid ly disappearing because the delega tion 1b trying to prove that Omaha Is taking an interest in tbe rest of the state and desires to co-operate with all parts of Nebraska. The legislature has been grinding out a great amount of work during the last week. Speaker Jackson has a plan for holding night meetings, but If tbe work progresses as it has started this will be unnecessary. The Senate has passed and delivered to the House thirty-eight bills. The House has accomplished a little more having passed fifty-six bills, indef initely postponed In the committee of the whole house twelve and "kill ed" thirty-one in the standing committee.
