In consequence of the inability of the
Department to begin the work of inac
tion and of supervising the dipping of entile
at an ourliar date and of tlia inadequate
facillia for dipping now available, and in
view of the great losses which would be
sustained by the owners of cattle in States
whore cattle mange, or scabies, is prevalent
should they be compelled to hold all cattle
for dipping or to ship all of them for
slaughter as exposed animals, it is ordered:
1. That the requirement of 1). A, I.
Order No. 12 j be and they are hereby
modified to allow shipment until November
30, 190.1, as hereinafter specified- with the
exception that before said date vigorous
measures will be taken by Statu authorities
and stockman to eradicate the disease
through dipping all affected and exposed
animals.
2. That fat catte designed for slaughter
originating in an in fueled section may be
shipped to market centers or stock yards
where this Department maintains inspec
tion, without dipping or placarding cars,
provided they havo first been inspected by
an officer of the Bureau of Animal Indus
try and found free from all evidence of
scabies, if it is dcciijed afterwards to reship
such cattle for feeding purposes or for ex.
port they must be dipped according to the
regulations of this Department before leav
ing such stock yards,
3. That all cattlo that arc to be shipped
from an infected locality into another State
or torrilory for Stocking or feeding purpos
ce must be inspected and dipped twice if
showing disease, and be dipped once if not
showing disease, on account of exposure
to contagion.
. That all cattle from infected localities
must be accompanied by a certificate of
inspection or be refused shipment,
5. That cattlo from an infected .section
shall not be trailed to other States or Ter
ritories without dipping and certification.
and when trailed the inspector shall desig
nate the route to be taken in each case.
6, That affected cattlo may be dipped
once under thu supervision of an employee
of the Bureau of Animal Industry aud
shipped for stocking or feeding purposes,
after satisfactory arrangements have been
made for the second dippingen route at the
required time after the first dipping, at a
point wheiu there is an inspector stationed
and under his supervision. In all such
casus the cars, waybills, conductor's man
ifests, and bills of ladicg must be marked,
showing the true condition of thu animals.
7. That inspectors in the field must see
all animals placed on board cars after in
spection and certification. If,, however,
the inspector's services are immediately
required at another point, such auimals
may be turned over to the railroad agent
and placed in the railroad puns and lock
ed up by tho agent until loaded.

of accurately defining the localities infected
with mango, and the uudesirabity of class

state, as infected, wihout actual knoledgo of
the exposure of the individual herds, you
are instructed to construe paragraph No. 3
of Amendment No. 1. to B. A. 1. Order
No. 1.25, to permit the shipment of feeders
on inspection at point of shipment, if such
animals are found free from disease and
are not known to have mingled with diseas
ed cattle,

shipment are found to be diseased or if it
is knowu that they have been in contact

quired. This instruction applies to animals that
are to be shipped to feed lots or stock yards
but uot to cattle that are shipped for stock

remain in force until November 30th, 1904.

are advised that the Bureau officer who is

fected with scabies". This notation is for
the purpose of identifying the cattlo at
destiu.uiou in case it is decided to dip aud
reship them for other purposes.
You will note that all cattle of an infect
ed locality that are intended for shipment,
must be certified to, and if shipped into
another Stale or Territory for stocking or
feeding purposes, they must be dipped
once, if affected they must be dipped twice.
Affeclod cattle shipped after oue dipping,
that are to be again dipped onrouto, must
be treated in all respects as "Scabby Cat
tle" until the second dipping is applied,
after which they should be reshipped to
destination as "Free", in clean and disin
fected cars, and the cars in which they
were transported to the place of second
dipping must be cleaned and disinfected.
