LABOR STRUGGLE
PACKING PLANTS PREPARING
FOR A FINISHED FIGHT.
A GENERAL GALL TO COME OUT
Teamsters as Well as Butchers Will
Make Another Effort to Bring About
Adjustment, They Also Having
Voted In Favor of a Strike.
CHICAGO Determined on n fight
to a finish to enforco tho demnnds of
tho striking butchers, a sympathetic
strike of all tho union workmen em
ployed In tho meat packing industry
throughout tho country, with tho ex
ception of the teamsters, will bo de
clared Monday morning at 7 o'clock.
Instead of Joining In tho sympathet
ic strike, tho teamsters will njako nn
other effort to bring about an adjust
ment of tho controversy by arbitra
tion. This decision was reached lato
Sunday night at a meeting of tho Joint
council of tho teamsters' unions
throughout Chicago, who met to glvo
their endorsement this afternoon to
quit work with tho nhcr men) Tho
decision of tho stock yards teamsters
was almost unanimous In favor of
striking, but as It Is necessary, accord
ing to tho rules, for tho Joint council
to sanction nny strlko movement, all
tho union teamsters in tho employ of
the packers will remain at work dur
ing tho strugglo or until tho Joint
council gives their permission to a
strike should their offort3 to settlo tho
matter by conciliation today prove fu
tile. Tho commltteo appointed at last
night's meeting was notified to got
Into communication Monday morning
early with tho packers.
Whether tho teamsters' efforts for
peace will provo successful none of
the packers' representatives who were
communicated with Sunday will say.
Tho decision to mako another effort
was reached at such a Into hour last
night that It was impossible for tho
packers to get together to decide
what answer will bo given to tho in
termediary commltteo.
Tho reason given by tho tea rasters'
council for their action is that they
never before liavo been consulted In
tho present trouble, and that therefore
before they would sanction a strlko
of tho stock yards teamsters they
wished to make an official Investiga
tion of tho trouble boforo asking the
International officers to order the men
on strike.
No conferences wore held Sunday
either by tho packors or tho labor
leaders, or Jointly, in an effort to
reach an adjustment of the controver
sy. Both sides rested, apparently
waiting for developments.
Whether or not the packers would
make any concessions to tho demands
of tho labor leaders In order to pre
vent a general walkout of tho stock
yards would not bo discussed by nny
of tho packing house representatives.
But "for tho preparations going on at
tho different plants during the day It
was plainly evident that tho packers
Intended to fight for, their independ
ence. All tho labor leaders claimed
they would await Monday before doing
any further, and the packers would
have to make the propositions for tho
peace negotiations, as tho unions had
no Intention at tho present timo of
doing so.
BATTLE HAS BEGUN.
Engagement In Progress Between
Forces of Keller and Kurokl.
LIAO YANG A general engage
ment, It la reported hero, began Mon
day morning to the east between tho
forces of Lieutenant General Count
Keller and General Kurokl. It is re
ported also that an engagement began
simultaneously at Ta Tcho Klao, trom
which tho Japanese for some days had
been only six miles distant.
The Associated Press correspondent
lately traversed tho Feng Wang
Cheng road, which was In the height
of mllltar y activity and offensive
with the odor of dead animals.
Tho Red Cross hospital at Ta Tche
Klao was removed to Mukden In an
ticipation of tho fighting. Consequent
ly there was a large call for Red
Cross trains to proceed to Ta Tche
Klao.
Tho activity of tho Japanese in the
northeast caused a wide dispersion of
troops and tho consequent Improve
ment of tho center of the strength a
little further north.
A Cossacck report of an expedition
to the Japanese camp shows that the
Japanese troops are suffering fiom
dysentery, which is now at Its worst
stage.

CHICAGO Tho movement west
ward on account of the opening of tho
Rosebud Indian reservation In South
Dakota exceeded all expectations.
The Chicago & Northwestern alone
took (30,000 peoplo to Bonesteol, Fair
fax and Yankton. The unprecedented
movement was largely duo to the fact
that a long overland Journey was not
necessary to reach tho land.
Cruisers Near Yin Kow.

ports with troops, were seon approach
ing In Kow. South of Ta Tcho Klao
the Japanese aro busily moving for

big advanco from tho south. General

GERMAN PROTEST.
Objecto to Seizure of Malls by the
Russians.
BERLIN. Tho German governmonl
has taken a prompt and firm stand In
regard to tho sslKuru of tho malls oi
tho North Gorman Lloyd steamei
Prliis Helmich, which arrived nt Aden
July 10 from Hamburg and Southnmp
ton for Yokohama, by tho Russian vol
unteer fleet Btenmcr Smolensk, July
lfi, having entered a protest against
the carrying off of tho malls, and ask
lng for a disavowal of tho Smolensk
action and tho return of tho captured
mall sacks. Tho Gorman government
tho foreign office says, recognlzoB the
right to search malls when on board
tho vessel Itself, but claims tho Smc
lonsk had no right to tako off mnlls
in bulk from tho vessel. Tho further
argument Is advanced thnt tho right
of search can only bo exercised by u
warship, whereas tho Smolensk tra
versed tho Dardanelles only recently
flying tho Russian commercial flag,
not assuming tho character of a war
fchl. Tho Gorman government has
not taken a positive- stnnd on this last
verdict, but leaves tho question for
futuro discussion nnd sottlcm&it. No
answer has yet been received from
Russia.
Tho recent publication by tho Russ
of St. Petersburg of a statement that
Great Britnln Is about to transfer Wol
Hal Wei to Germany in oxchango for
a free hand In tho Yang Tso valley Is
scouted nt tho forolgn office, where it
Is classed as a revival of nn old Btory
and as hnvlng no foundation.
Diplomatic circles bollovo Russia
will speedily diFavow tho seizure,
since rt refusal to do so will certainly
ralso the status of tho Smolensk. Dis
cussions of tho Incident nmong tho
foreign diplomats show tliero la n be
lief that tho raisins of tho question
will bo extremely awkward for Rus
sia, since tho Smolensk pnssed tho
Dardanelles as a merchantman ami
assumed tho rolo of n warship in tho
Red sea. In determining Its status
only two alternatives ure permissible
It Itf either a warrior or a pirate
nnd Russia having every reason to
prevent Germnny from pressing for a
decision on this point, will, it Is bo

Stands Pat on the Matter of Stopped
Ships.
ST. PETERSBURG. In nddltlon to
tho claims for tho ships stopped by
the Smolensk and St. Petersburg, It Is
not Improbable that claims may also
bo presented for ships detained nt
Port Arthur at tho opening of the war
andd for thoso held up in tho Red sea
by Admiral Wlrcnius' squadron be
fore tho latter returned to tho Baltic.
Tho passogo of tho Dardanelles by
tho Smolensk and tho St. Petersburg
and their conversion Into cruisers be
ing an accomplished fact, Great Brit
ain does not expect to mnko a point
of their cases, except to Justify rais
ing tho question of tho Btatus of tho
volunteer licet vessels Btlll in tho
Black sea. Moreover, It Is considered
posslblo Japan may havo already ap
pealed to her ally, as ono of tho signa
tories of tho treaty of Paris, on tho
grounds that to allow more Russian
ships to go out of the Dardanelles for
conversion Into warships without a
protest would constltuto a violation
of neutrality.
The report that tho British Medi
terranean squadron Is going to Alex
andria is not bolleved to havo special
significance In this case. Neither
France nor Germany is excited over
the question, but If presented by Gront
Britain It would compel tho other sig
natory powers to declare their atti
tude. Tho Russian authorities apparently
aro tranquil on the subject of tho ves
sels of the voluntoer fleet passing
through tho Dardanelles. They main
tain that they aro perfectly within
their right, as thero is absolutely noth
ing In tho treaty of Paris to provent
their passago as merchantmont and
their subsequent conversion into
cruisers. Thero Is no question of a
falso declaration having been made at
Constantinople. It was pointed out
before tho war that vessels of tho vol
unteer fleet, carrying nrms. munitions
and soldiers, passed without the
shadow of a question being raised.
Tho war office has no further details
of tho Russian repulse at Motlcn
Pass. ,
The loss of men, which, It Is freely
admitted, will probably bo consider
ably In excess of General Kuropatkln's
figures, given out last night, Is great
ly deplored. But evidently the en
gagement at least served the purpose
of demonstrating that General Kuro
kl's army has been heavily reinforced
north, nnd tho general staff Is now In
clined to believo that tho Japanese
commander may have decided that a
frontal attack from tho south is Inad
visable and is concentrating his forces
for a direct attack on Liao Yang.
