Quiet Reform.
Those interested in tho fall elec

what a reform administration can ac
complish. In "Reform that Reforms"
Alfred Hodder tolls specifically somo
of tho changes for tho public good
that have been brought about in New
York during tho present administra
tion notably by tho commissioners of
I-calth and charities. Tho quiet re
lorms of which tho public does not
hear aro often tho most significant
the stopping of a leak, accomplished,
f'r example, by paying fifty cents of
tho public money for a gallon of al
cohol in place of a former $5.7C; tho
rlshl inspection of drugs and groceries
to check adulteration. Reform may
mako its mistakes, but ono is Inclined
to think that these aro mistakes in an
uncommonly Rood direction, after con
sidering Mr. Hoddor's facts.
