Following is tho text of the note of the German government in reply to the American note respec ting submarine warfare, delivered by Gottlieb von Jagow, the foreign secret ary, to Ambassador Gerard: "The undersigned, on behalf of the Imperial Gorman government has tho honor to present to his excellency tho Ambassador of the United States, Mr. James W. Gerard the following reply to the note of April 20 regarding tho conduct of the German submarlno war fare: Identical With Sussex. "The German government handed over to tho proper naval authorities for early investigation the evidence concerning the Sussex ns communicat ed by tho government of the United States. Judging by the results that the investigation has hitherto yielded, the German government is alive to tho possibility that the ship mentioned In the note of April 10 as having been torpedoed by a German submarlno is actually Identical with tho Sussex. "The German government begs to reserve further communication on the matter until certain points are ascer tained, which are of decisive impor tance for establishing the facts of the case. Assertion. It again fully takes into account that both Governments for many years co-op-orated in developing international law in conformity with theso principles, tho ultimate object of which has al ways been to confino warfare on sea and land to armed forces of belliger ents and safeguard, as far as possible noncombatants against tho liorrdra of war. But although theso consid erations are of great weight, they alono would not, under present circum stances, havo determined the attitude of tho German government. Blames British Government. "For in answer to tho appeal by tho government of tho United States on bolnlf of tho sacred principles of hu man ty and international law, tho Ger man government must repeat onco more, will all emphasis, that It was not the German but tho British gov ernment which ignored all accepted rules of International law and ex tended this terrible war to tho lives and property of noncombatants, hav ing no regard whatever for tho in terests and rights of neutrals and noncombatants that through this meth od of warfare havo been severely in jured. "In selfdcfense against tho illegal conduct of British warfare while fight ing a bitter struggle for national exist ence, Germany had to resort to tho hard but effective weapon of submar ine warfare.. Alleges Discrimination. "As matters stand, the German gov ernment cannot but reiterate regret that the sentiments of humanity, which the government of tho United States extend with such fervor to tho unhappy victims of submarine warfare, are not extonded with the samo warm- tn or reeling to many minions or wo mon nnd children who, according to tho avowed intention of tho British government, shall bo starved, and who, by sufferings, shall force tho victorious armies of the Centrnl Powers into ig nomlnous capitulation.
