COMPENSATION Bill.
VIGOROUSLY PUSHEp
WASHINGTON, D. C., Feb. 17.—
Senator Hoke Smith of Georgia and
Senator Ellison D. Smith of South
Carolina oppose the Johnson compen
sation bill because it will benefit thou
sands or more colored employes of the
nation. Senator Johnson of Califor
nia is pushing the bill with all the
vigor at his command and states that
every man in the employment of the
government, regardless of color, will
lit- benefited by this bill. “Color does
not interest me, the senator stated;
“it is for the masses of the people that
1 am pushing this bill.”
“I do not propose to enter into an
academic discussion of the necessity
for this sort of a measure, nor do I
propose, except as addenda to my re
marks, in explanation of the bill, to
take the statistical reports of the va
rious organizations concerning the
necessary cost of liviag today. I wish,
however, to impress upon the senate
one paramount fact, and that is, that
any man who gives a decent day’s
woik is entitled to a decent day’s pa;,
and $3 is scarcely that. After all, it
is ordinary' people who determine the

Treasury officials, including Secre
tary Houston and former Secretar;
Glass, paid tribute to 50 years of faith
ful public service on the part of Rich
ard Greene, who, although born a
slave, has acted as chief messengei
for twenty treasury department heads
Ceremonies in honor of the fiftieth
anniversary of Greene's entrance into
his piesent position were held at the
exclusive Negro apartment hour*
where he resides. Former Secretary
Glass, now senator from Virginia, m
presenting a watch to Greene on be
half of the treasury officials, describ
ed the aged messenger as a Negro “of
the old-fashioned type, as perfect a
specimen of real gentleman as one
can come in contact with in any race.”
A letter was read from Secretary
Houston who wrote Greene as follows:
“You have been courteous, -you have
been obliging; you have been indus
trious; you have been honest; you
have also been loyal to those whom
you have served. Such qualities make
a good citizen.”
