celing Contracts.
Hf Th Associated lrrM. I
Berlin. Dec. 29. The official Ru.
sian ioviet trade commission liaJ no.
i iiicd German firms with which it
has teen dealing here that it is un
able to conclude pending agree,
ments. It ivi it is hampered in the
execution of it contract by 6dii
culty in securing permission for its
representatives to enter Oernmny
and by lack of office space in Ber
lin. -
The commission which lias a mo
nopoly on Ciernian trade, has at
present personnel of 340 affice
rooms.
The Tageblatt, coninientinit on the
complaint, charges the trouble is due
"to Frusslan bureaucracy, the psy.
thology of which can easly be seen;
it is the fear of bolsheyism' which
his sought a last retrcit III the bu
reau's officialdom."
The Tageblatt adds that with rll
the safeguards in the hands of I'jc
authorities the police can easily con
trot Russian activities. It thnrge
that the Prussian minister of the
interior is. going out of his way to
hamper tip Russian reprcsentatve
and argues the necessity f the so
viet commission increasing its staff
in order to be able to handle the
increasing business upon which Ger
many must count for much of its
.commercial advantages.
It is reported in well informed
quarters that negotiations are under
way for the establishment of a Rus
sian credit fund here of K000.00O,.
000 marks, to be guaranteed by Rus
sian treasury notes which will not be
put into circulation. ,
To this proposal, ! Die Zrit sug
gests the possibility -that the ar
rangement will lead to the recon
struction of Russia with . German
reparation bonds.
