Tax on Alcoholic
Spirits Is Boosted
Under New Tax Act
Increase to $ t Gallon Agreed

Washington. Oct 7. A tx of $4
a gallon on all alcoholic iplriti with,
drawn from bond for industrial, medi
cinal or any other purpot et, hat been
agreed upon by republican leaden at
a pari of the new tax revition pro
gram. Thii is an increase of $1.80
a gallon and it expected to yield
$75,000,000 additional revenue each
year.
The proposal to repeal the $2,000
exemption allowed corporation! was
abandoned on the ground that it
would work too great a hardship
on the small corporations. The
leaders also were' said to have de
cided on a flat corporation income
tax of IS per cent in place of a 10
and IS per cent rate.
Reduce Income Exemption.
- A maximum income surtax rate
of 50 per cent would apply in the
case of incomes in excess of $200,
000 instead of $500,000 as proposed
by the democratic senators. Ex
isting rates above 32 per cent would
be increased 2 per cent Treasury
experts estimate that the additional
yield from these changes would be
$50,000,000 annually.
Estate tax rates would be in
creased to a maximum of 50 per cent
over the present 25 per cent, the
highest rate to apply tn the case of
estates valued at $100,000 or more.
The rates between 25 and 40 would
be graduated.
Decision has been reached, leaders
said, to repeal $40,000,000 of the
nuisance taxes, but just which of
these taxes are to go has not been
finally decided.
It was said there would be no ir-
creases in the first class postage
sales, discussed yesterday as a poa-

Man Shot by Roommate
On Road to Recovery
After hovering between life and
death for several days as the result
of a gun-shot wound through the
abdomen, said to have been inflicted
by George Davenport his room
mate, Joe Barnett, automobile ac

the road to recovery at St Joseph J
hospital. He will be able to leave
the hospital in a week or 10 days, it

Federal Agent Struggles
With Negro Dope Suspect
Joseph A. Manning, federal nar
cotic agent, struggled for several
minutes Thursday night with Jessie
Reed .negress, known as "Big Jess,
before he could arrest her on a
charge of illegal drug possession.
When Manning entered her home at
1015 Capitol avenue, Jessie made an
attempt to destroy some dope she
had in hfer pocket. Manning saved
the evidence. '

Chicago, Oct, 7. Liquidation and
stop-loss selling featured the late
trading in wheat and the close was
at the low point, the bottom on
the crop. A factor was the elevator
congestion, not only in this market
but in the southwest and at the
gulf. It was intimated that unless
clearances from -New Orleans in
crease an embargo against that port
is likely.
Resting spots were 3 M(ffi4c low
er. Corn finished 7-8(&lc lower. A
break of l-23-4c in the cash corn
basis as the result of elevator con
gestion. Oats were 7-8l 3-4c lower,
Northwest houses were free sellers
late. Barley was off lc. Pork closed
unchanged, lard 2034c lower, and
short ribs unchanged to 10c lower.
There was little feature to the
wheat trade and business was of
moderate volume. A house with
northwest and eastern connections
sold at the opening and prices eased,
The dip brought oat some buying
mainly for local account and a rai
ly ensued. After a short period a
house with western connections sold
and forced another break.
Short Hunt Cover.
The market recovered from this de
pression later on local buying, Inspired
by the advance In Winnipeg. Shorts also
were frightened Into covering because of
this fact. A little buying by export
houses was also noted. Local sentiment
1 mainly bulliah. but outside assistance
to local hulls Is lacking and this tends to
disturb con'ldenco anions the believers tn
higher prices.
Corn onened strong, but the gains failed
to hold as well as yeaterday. Trade was
exceedingly dull. There was a moderate
commission bouse demand, while cash
houses sold a little corn at the start.
Later there was some local selling of
December while an elevator Interest sold
May and bousrht December. Country of
ferings of corn were moderate, the wet
weather causing country holders to re.
fraln from selling any more corn to ar
rive for the time being. The shipping
demand for corn I at a standstill.
Local receipt were estimated, at 550
cars.
Oat prices were not subjected to any
material revision one way or the other.
Volume of trade could not be called large
and there waa no special feature presented.
Commission houses were selling ear)y and
later an elevator Interest picked up a
few May oats. Receipts were Estimated
at 110 cars. ' -
Rye was relatively firmer; cash No.
3 sold at S7c, or Ho under December
prlc.
Barley ruled steady: malting sold at
56i62c; feed at 47Q56o and screenings,
40c.
Pit Note.
Report from New York said that ac
cording to good information, German cer
eal needs would be smaller this season
than last, owing to the splendid native
crops this year,
x The demand for gulf wheat waa again
reported slow and owner of hard wheat
at Oalveston are said to be offering freely
without developing much Inquiry.
A western grain interest Is trying to
stimulate home consumption of corn by the
distribution of circulars calling attention
to the fact that new corn at Nebraska is
worth but 34.80 per ton and is cheaper
than coal. The caption of the circular Is
"Corn la King, but the King Is Sick."
The circular advises corn belt people to
have fried mush for breakfast, corn bread
for dinner and mush and milk for supper,
and to eat corn, feed It and burn It a
the only way to get rid of the surplus.
The demand for red winter wheat is be.
coming urgent and the supplies are .mod
erate, little choice coming on sale, while
premiums are holding strong. In. the
opinion of some cash men, this indicates
that soft whfat mills are getting low on
supplies and tnat ir iney are in mis con
dition, other mills using hard winters and
springs also have been doing a big busi
ness. Cash interests, however, are not
at all unanimous In regard to market
conditions. One leading house calls atten
tion to the fact that Kansas City and
Omaha have been long on stocks and
that current Tecelpta are still able to fill
the requirements. Canadian wheat Is ex
pected to be a depressing Influence during
the height of the movement.
Argentine shipments for the week were
1,769,000 bushels, the largest In many
weeks and much larger than estimated.
A large part of the wheat was shipped
abroad on orders. For several weeks most
of the Argentine shipments have been to
Brail 1. With the favorable outlook fbr
the new crop, Argentine holders appear
more disposed to eell their old wheat, of
which, according to offlolal estimates,
they will have a liberal supply.
An analysis of the export business of
yesterday Indicated that about half of
the total reported was from the Pacific
coeat, with 1,000,000 bushels Manltobaa
and 600,000 gulf wheat, hard winters
from Montreal and a little durum. The
general tone wa a little more favorable, I
but today ehere was not much evidence
early of the demand continuing.. Ex
porters are of the opinion that some ex
porters took advantage of the big decline
to cover cash wheat, which they were
short.

market eased off to 20.13c for December
or 24 point down from last night. A
brisk rally developed in the first hour
and the list recovered to a level of 1 to
16 points net advance. The October posi
tion wss In strong hands, showing rela
tive firmness at times.
The list weakened aomewhat la th sec
ond hour and waa rather unsettled and
easy in undertone en professional and
southern selling. Business was moderate
ly active and nttment inclined to be a
bit reactionary In commsslon house cir
cle. N
The market ruled unsettled later In the
esslon. Business wa less active, but
sentiment on the floor was against any
upward movement, this being reflected In
pressure rrom , ring; professionals. The
heaviest selling of the day wa encount
ered Just before the closs when active
months broke about a. half cent pound
under last night. December sold a low
as 19.76c, off 61- points from yesterday.
The market closed a few points up from

New York, Oct. 7. Several out
standing factors contributed to a
display of strength in the stock mar
ket today. Of greatest importance
directly affecting quotations was the
rise in the price of Pennsylvania oil
crude to $3 a barrel, an advance of
25c over the previous quotation for
this grade and the third advance
that has taken place in 10 days.
There was also indication of a fur
ther hardening in quotations for iron
and steel products and in conse
quence prices for the copper and
steel stocks firmed up a bit.
It was the advance in the oils
which gave the real impulse to the
market, however, for it was anticw
pated, as nearly always is the case,
that an upward readjustment of
Pennsylvania crude prices is a pre
liminary to advances in all of the
other fields. Such a rise would nat
urally enhance the value of inven
tories as reported by oil stocks now
on hand and it was apparently this
situation which the market was en
deavoring to equalize by advancing
prices for the oil shares.
Furthermore, the speculative gla
mour still attaches to the oils and
an upturn in stock quotations, it ap
pears, can be brought about witn
comparative ease.
Still Price Advance.
It haa been clear for some time that
the Iron -and ateel Industry was taking
th nrellmlnary steDS which might lead
to ultimate recovery In this business. To
day's advance In the quotation on sheet
was simply another outward manifestation
of the fact that steel men are looking
for Increased demand during the balance
of the year.
Wail street had ' realized for everat
week that such condition of Improve
ment was coming and the visible sign of
It contributed to a better tone in the
steel shares. It must be remembered,
however, that while the steel Industry
can look forward with a certain degree
of confidence to Increased business, the
situation of the moment with regard
to earnings is not particularly propitious.
Such prices as obtain, even those where
advance have been recorded, are still
close to rock botttom and the measure
of set profit Is not large.
Bond Make High Hark.
Twi.v'o tmn.4 mnrlret was characterized
by another heavy period of trading In,
government Issues. All of the Liberty
bondB went Into new high levels for rtio
year, with the exception of the first 85i
and the Victory notes. This steady ap
preciation in the value of government se
curities is merely a reflection of tho
easier tone In the money market which
nearly always goes hand In hand with
advancing bond prices.
The grain and the cotton markets, wore
reactionary. Wheat, for instance, oroko
4 cents a nusnei, iiquiuauun
short period of strength at -the opening.
Corn and oats also declined, the weak
ness In the grains being due to slackening
in exnort demand and a casting over of
speculative holdings.
