IS. ' The Serbian government is preparing to move its entire government estab- lishment back to the Balkans, going first to Saloniki and later to, a point on Serbian soil near Monastir. The Greek government has already grant ed the request for the establishment of the Serbian administration at Sa loniki and King Peter, Crown Pfince Alexander and several of the cabinet ministers are now installed there. There is much sentiment about this shift of Serbia back to its native soil. Since? their tragic flight before the in vading hordes from the north, king, regent and government have found a temporary asylum on this island. Thev have lived simply and the whole' establishment has been located in a modest building formerly used as a hotel. The royal apartments and the ministry of foreign affairs occupied the first floor, while the finance, in terior and other ministries were on ' tipper floors. The French military, authorities of the island have given every aid, and yet the Serbians have constantly longed to be back on their own soil. Not Much to Move. This shift of a government back to the Balkans does not involve much moving of government property, for " practically everything was lost in the flight before the invader. The min ister of foreign affairs, M. Paschitz, told the writer that all the foreign archives were lost or abandoned dur ing the exodus and that not one of the old treaties or papers still exists. Even the precious secret trflaty be tween Serbia and Greece, on which Serbia depended for united Balkan action against the central powers, was lost in the whirl of flight. So that the foreign department has had to be- gin all over again and piece together something like a record of Serbia's foreign relations. The minister of finance was more fortunate and managed to save most of the financial archives. What was of most importance, he saved the gov- : ernment treasure, amounting to sev eral million dollars, which was sent to Marseilles and finally landed in a Paris bank. The minister of the interior has al ready gone on to Saloniki and is lay ing out the -extensive work of recon structing the new Serbia, for the Serbs confidently look forward to re occupying their old territory and building up a new and greater state. The minister has outlined plans for reconstructing the railways and bridges, most of which has been ruin ed by war operations, and for rebuild ing the towns and cities. The minister of education is also hard at work, trying to hold together the scattered remnants of young Ser bia. Thousands of refugee Serb chil dren have been gathered up in France and England and Serbian professors have been provided for them in or der that Serb teaching and traditions might be maintained, and the youth of Serbia preserved from being swal lowed up in the general .disaster which has overcome the country. The American government's ad vance of 5,000,000 francs a month, or 60,000,000 francs a year, has come at an opportune moment to permit the authorities here to carry on their -work, of relief and reconstruction. AH government revenues had .virtually come to an end. There were no re ceipts from customs or internal rev enue, nothing from the government postal and telegraph system which was in the hands of the enemy, no property of any kind to tax, and no people capable of paying taxes. And so the American help was essentia! and came in the nick of time. All the Serbian officials express their deep est sense of gratitude for what the United States has done for them, both in this advance and in the vast amount of private relief sent earlier in the war. . H. Percival Dodge, the newly ap- pointed American diplomatic repre sentative to the Serbian government, has arrived with his family and has had his first audiences with the offi cials. They are glad to have this di rect relation re-established with the United States and it was considered so urgent that telegraphic negotia tions were opened with Mr. Lansing to bring it about. Guests Escape in Hastings Fire; Loss Placed at $25,000 Hastings, Neb., Feb. 23. (Special Telegram.) fire, water and smoke early Saturday morning caused dam age estimated at $25,000 in the Amer ican house, formerly the Bostwick ho tel, one of the landmarks of this city. Guests escaped, although some with only their night clothes on. The L. B. Phillips collection of mounted wild animals, one of the finest in the coun try, and which made the former Phil lips saloon a show placet was com pletely destroyed. One store room, the dining room, and half a dozen guest rooms on the second and third floors were ruined. Good work by the firemen saved the building from entire destruction.
