Mr. Taft was merry right from the 'start of his 10-minute speech. "I know," he said and stopped to give a huge and very audible chuckle, "I know that that which we have had to drink here, in this bone dry state, which 'cheers, but does not inebriate' is not sufficient to explain the some what indiscreet remarks of your pres ident's still, it is a pleasant reminder of former greatness," (another chuckle) "and it is perfectly harmless. ' So why object!" Mr. Taft then reverted to a remark of the chairman that "it is just a year ago since the club entertained Presi dent Wilson and at that time the ral lying cry was, 'he kept us out of war.' , "Yes, it is only a year," said Mr. Taft, "since rnany of the leaders of our party were pointing out that President Wilson was not displaying sufficient martial spirit. "Today, that which was our war, Wilson is leading (chuckle, chuckle). He is leading all of us. We have no doubt of the outcome. , We are Deginning 10 realize mat we are a worjd power. With the Philippines, Hawaii, Alaska, Porto Rico, the Panama canal, our posses sions Scattered all- over the world, no storm can arise without affecting us. "We are responsible, with the other powers, for what the world will be after the war is over. One of the big problems will be to determine how the governments of the world are to be affected by the experiments now being made by the exigencies of the times. For example, certain elements will demand a continuance of price fixing by the government in times of peace. I doubt not that we shall find some forms of government interven tion in individual affairs beneficial. I doubt not we shall go too far in some directions infthis line and'reverse our selves. I have great confidence in the characteristic absence of any pride of opinion in Americans. Rations now allowed the German people and the civilian population of the occupied portions of northern France and Bel gium, details of which have just reached the food administration, are insufficient to maintain bodily health and vigor. The French and Belgians get considerably less than the amount apportioned to the German population and they get no meat except bacon. As announced today by the food administration, the weekly ration to the Germans, stated in terms of Amer ican housekeeping, amounts to suffi cient flour to bake four and a half pounds of biead, one-half peck of po tatoes, a cupful' each of beans, peas and oatmeal, one-half pound of meat, 12 dominoes of sugar, six individual patties of buttii and an equal amount of other fats. Worse Off in Franc. In northern France the weekly ration allows fifficient flour for five pounds of bread, one-fifth, of a peck of potatoes, one cupful of cereal, 12 1-3 ounces fo bacon and lard and 10 dominoes of sugar. Here meat, butter and margarine are all replaced by bacon and lard. The allowance of flour and cereals is slightly in creased, out the allowance of potatoes Lis less than half the German ration, while the allowance of sugtr is also reduced. Tfie ration for the civilian popula tion in occupied portions of Belgium is similar to that ot northern France, except bacon and lard are replaced by meat and butter. Lacking in Protein. "The German ration, compared with the ration used as standard for pur poses of comparison by the food ad ministrator, shows that in body build ing protein the Germans have .41 of a pound and the standard ration is 108 pounds," says a food administration statement. In tats the German ration contains .43 of a pound, as compared with standard 7 of a pound. In carbo hydrates the German ration contains 4.17 pounds, as compared to 9.9 pounds for the standard ration. In total calories the Ge-man ation aggregates 10,542, as comoared to'24,000 in the standard ration. The standard ration, is regarded as sufficient only tor a person in a seden tary occtopat'on or one involving rela tively slight physical labor; and yet it provides two and a half times as much body-building protein and near ly twice- as touch fat and nearly two and a half times as much carbo hydrates as the German ration. In the ration for northern France the substitution of bacon and lard makes the weekly allowance ,of pro tein equal o.ily three-fourths of the German ration and only one-third of the standard ration. On the whole, it may be said for a person requiring only a moderate degree of activity these rations pro vide 4 considerably less than the amounts requisite to maintain bodily health and vigor. Governor Erred Say Wentz Attorneys; Seek His Release Attorneys for Edwin T. Wentz, held by the Omaha police for Oregon authorities, have filed petition for a writ of habeas corpus in district court. They contend Governor Ne ville was without authority to grant extradition of Wentz on requisition of the governor of Oregon. Wentz was arrested by Omaha po lice October 11 on a charge of de frauding an innkeeper. He obtained his release on (500 bond, but was re arrested by federal authorities on a complaint issued by the United States district attorney charging use of the United States mails to defraud.
