to support the nation's fighting lines
in mar time was sketched into the
house military committee's prepar
edness program today. It tr ai sug
gested by Representative Kahn of
California as an amendment to the
provision in the pending army In
crease bill for a quartermasters'
corps reserve and was adopted with
out objection.

an effort to enlist In the reserve in
peace times teamsters, mechanics,
railroad men, chauffeurs and other
non-combatant forces necessary to
an army, but extends the scope of the
reserve system to include civilian
aviators, ordnance engineers, work
ers In munition plants, telephone and
telegraph operators and mechanics,
civil engineers, electrical engineers
and members of every other civil pro
fession or occupation whose services
would "be' useful to the army in war.

Correspondent Sees
Germans Just Start
With Verdun Fight
LONDON, March 2. The Times'
military correspondent, analyzing:
the situation around Verdun, de
clares bis belief that the long ex
pected big German offensive has be
gun, although he doubts whether
Verdun is to be the real point of the
attack.
He further' declares that no front
Is impenetrable in the face ot a
modern artillery attack, but he be
lieves that the allies' cue Is "keep
cool, to be avaricious in depleting
the main reserves and to keep in
creasing those reserves for action
when the Germans have exhausted
themselves." The writer'g belief that
the Germans are preparing to launch
their main attack at some point other
than Verdun is supported as follows:
"What the Germans hop for is to
attack the bulk of the allies' reserve,
cast of the Meuse, making an im
mense clatter thero, and the next
German blow from the northwest
probably awaits 4 the fulfillment of
this desire. The French appear to
have met the Verdun attack with re
serves Just sufficient to maintain the
conflict. There is no sign that Gen
eral Joffre has yet drawn upon or
even moved his main forces."
