Such lingering tendencies to revolt aj

hostilities began a Moor arrived at Moga-'
di r and asked for the German consul. Ha

jelled from Morocco. He seemed so
strongly put?out at this Information that
the French authorities areated him. They
found on him a message to the German I
consul from the pretendant, El Hlba,
reading a follows:
"As was agreed with you, we are ready
to march against the French; we are
waiting only for you to complete th de
livery of the arms you promised."
From that day, the natives, who- had
previously been under German protec
tion under the treaty concerning the
Moroccan protectorate, were closely
watched. All the chiefs were called in
by th heads of th municipalities and
Kiven to understand that they were hence
forth to enjoy no other protection than
that of th French government, and that
(c would be so vigilant that they would
better accept it without resistance.
The measures taken at the time had
double effect; they not only repressed
natives) rebelllously Inclined, but re
joiced a greater number of Moors who
had suffered from the arrogance of their
brethren who had presumed upon th
protection of th German empire, which
they considered all-powerful, to Indulge
in all sorts of depredations on th rights
and belongings of their neighbors. A
great many rebels decided to go th

pation of possible uprisings in th Inter
ior, Governor-General ' Lyautey was
authorized by the French government to
withdraw all forces and hold only th
coast town, thus releasing th active
army there on service for us In France.
Th resulting danger to French prestige
decided him to maintain all th posts
then held, replacing the active men by
reservists, territorials and Senegalese
riflemen. He succeeded In maintaining
perfect order everywhere, and nowhere
did French Influence suffer from the
withdrawal of the regular troops, while
It profited Immensely by the expulsion
of th Germans. Not even the profusion
of false news had any effect. Accord
ing to on story, all Europeans were
to be massacred at the end of the
feast of Ramadan, according to others,
th Holy war had been declared a num
ber of times, tha French had evscuated
Rabat, revolution had broken out in Fes
and twenty thousand Berberes were be
sieging th town. 8s many of these
fantastic reports were circulated and
disproven that whon news came that
Turkey had gone to war with th
allies the Mussulman populal.on refused
to believe it; the danger there might have
been in It under other circumstance
waa thus neutralized and when th truth
of It became known officially its effect
was quit contrary to what had been
