CHICAGO. July 14. Anxiety regarding
black rust forced an advance In wheat
prices today that bordered on the sensa
tional. The market closed strong at 4H
6'to above last night. Com finished a
shade to c up, and oats with a gain
of HifiMiC In provisions, final quotations
varied from 10c decline to a rise of 20c.
Fresh reports of black rust infection
were accompanied by signs that foreign
ers had abandoned a waiting policy In
regard to buying wheat. It waa found that
offerings In the pit had lodged In strong
hands, chiefly firms with connections at
the seaboard. Speculators who had been
indulging In short sales were unable to
protect themselves and there were many
stop-loaa ordera executed during the up
ward whirl that was witnessed as the
session came to sn end. The buying flurry
received some additional Impetus from a
bullish construction placed on the govern
ment's weekly crop report and on Berlin
advicea regarding Germany's attitude as
to submarine warfare.
Free selling by skeptics about black,
rust danger depressed the wheat market
until about tile middle of the day. Re
newed rain, however. In Kansas and
other Important sections of the harvest
region tended to check the heara There
was no decided upturn, though, prevlou
to the receipt of dlspatchea from the
northwest that seemed to imply a more
serious outlook as to the dreaded black
rust.
Corn responded to the action ow wheat,
but kept throughout within a narrower
range. Weather conditions were generally
referred to aa being against the bears, in
the oata crowd, wheat strengthen more
than offset favorable crop reports. Ship
ping demand wss good and on aome
sales to the seaboard the buyers paid the
hlehest premium of the aeaaon.

On the whole the trade was mostly to
up. Rhlpper bought hogs that they
would not have looked at yesterday,
while packers, on the other hand, were

were made up, to a great extent, of the
undeslrsble ends of sorted loads. Bulk
of the killer hogs was cashed around
16.70, with odd pieces of loads down aa

possibility of getting a single ropy of

Iowa are liable to be Jailed for violating
some law whose existence they cannot
know of

expense, the law la given herewith In
full:
'ectlon 1. Every person or persons,
company, corporation or firm, and every .
agent of any person, persons, corporation
or firm who shall receive, or agrse to
receive, directly or indirectly, by moans
of commtaelnn or brokerage chanrea. or
otherwise, for the forbearance of use
of any money, a greater rate than I per
cent per month, shall be deemed guilty
of a mlademeanor. and on conviction
thereof shall he punlahed by a fine ot
not leas than $26 nor mora than $600, and
by Imprisonment In tha county Jail for
a period of not less than thirty days nor
more than ninety days.
"Nothing herein contained stisll be con
strued aa authorising a higher rata of In
terest than Is now provided by law. But
the person or corporation making the
loan shall be permitted to chai ge and In
clude within the loan a reasonable
amount for tha inspection or investigation
of the security, or also tha coat of draw
ing papers, not exceeding $1, and coat of
recording same, which cost of investiga
tion and Inspection shall not exceed 10
per cent ot tha amount of tha loan when
the loan Is under $60 nor mora than 86 In
any event, and no recording foa ahall be
Included unlesi an Instrument is actually
Included."

and all of tha Interest may be forfeited
whenever the borrower chooses to gat up
tho plea of usury. Tba legal rata of In
terest In Iowa Is $ per cent and anything
In excess of that Is pronounced usury and
tha penalty Is tha forfeiture ot all tha
interest charged. Then tha heavy fine
and tha long term In Jail are both im
peratively Imposed In every rasa where
It can be shown that mora than t par
cant has bean charged. Tha law doea
not aay "fins or Imprisonment" and de
mands both fins and Jail sentence of
not less than one month. Loan agents will
not cara to take tha risk. Bluffs bor
