Charles H. Withnell, who has very efficiently served
as city councilman for three years, is seeking a second
term, and his record proves that he deserves it. His de
partment covers building inspection and the fire service.
Under his administration the building and fire depart
ments have been brought up to a high standard owing to
his close personal supervision. These two departments
were never, in better condition.
