WASHINGTON, lc. 23. The
Hobson resolution to submit a con
stitutions! amendment for national
prohibition to tba state legislatures
was defeated in the house last night
197 members voting for and 189
against it. An affirmative vote of
two-thirds was required to adopt the
resolution.
Party line were wiped out In the
struggle, prmorratlc I.ader Vnrlerwood
and Republican Leader Mann fought
sljnnlder to ahoulder at the, head of the
force opposing the resolution. And when
the vote came, of the 197 standing for ths
resolution. 114 were democrat, sixty-seven
were republicans and eleven were prog
ressives and four were Independent re
publicans. Show Hea-ret and Joy.
Joimedlaterr after announcement of the
vote, the house adjourned, the crowds
which had packed the galleries through
out the prolonged debate, dispersing with
mingled expressions of regret and Jubila
tion. Prohibition ieaders declared that th
majority for the resolution had fulfilled
their expectations as they had not hoped
for a two-thirds vote. Whether a
similar resolution pending In the senate
submitted by Senator Hheppard of Texas
would reach a vote in the senate at this
session was not certain tonight. Ad
ministration leaders were Inclined to be
lieve, however, that it would not, In
view of the action of the house.
Notwithstanding repeated public as
sertions that many members of the house
would try to dodge a record vote on the
Issue, the roll call disclosed a heavy at
tendance, larger than the average
throughout the session. On the final
vote 2S8 votes were recorded. To have
carried the resolution would have re'
quired 2ES affirmative votes. It thus
failed by sixty-one votes.

NEW ORLEANS, Dec. 23. Two (if the
four men detained by the police after a
bomb had been found In the rooms of
Hans Halle in a local hotel were ar
raigned today In criminal district tourt.
Hallo and Gcorgo Stimmers. proprietor
of the hotel, were charged with prepar
ing; a bomb with the Intention of blowing
up a ship. The other two men had been
dismissed.
The police say that after Halle was
confronted with the evidence apparently
proving that he had constructed the
bomb, ha told his story in detail. He
aid In open court today he wished ia
plead guilty, but It was not accepted be
cause Halle had no lawyer. He was re
manded In default of bond, and Summers
wa Imprisoned. '
What lie Expected.
The seventy-five pounds of dynamite
with mechanical -.attachment, which', was
to have exploded six and one-half days
dating from last night, fills a box about
three and a half feet square. Hall said
he expected to express to New York last
night, consigned to a French vessel.
He said he conceived the idea himself,
but later took Summers Into his confi
dence. That Summers admits, the police
say.
Dr. P. Rop, German consul general
here, gave out a statement declaring the
men had no official connection with the
German government.

NEW YORK, Dec. K.-Tho existence
of an aUeged conspiracy In New Orleans
to blow up a French or English passen
ger ship on the sea by placing an In
fernal machine In Its cargo before It
should sail from New York was known
twelve days ago to Paul Faguet, general
agent of the French line, according to
an announcement made here today.
A small army of detectives was em
ployed to prevent the fruition of the
scheme. Every bit of baggage and cargo
going into the French line ships was
closely examined and the proper authori
ties, Mr. Faguet said, were promptly no
tified. It was believed here that this
notification was what resulted In the ar
rest of four men In New Orleans last
night.

Mercantile Marine lines have strength-.;
ened their forces of guards. No visitors j
may go to any of their docks, and when :
vessels leave no one la allowed aboard 1
who Is unknown to officials. Passengers J
have to furnish proofs of their Identity j
before they are permitted to go aboard.
All baggage is scrutinized carefully, and i
the cargo is thoroughly Inspected before J

To prevent the possibility of an at
tempt by longshoremen to place abo:.rd
explosives or to damage the ships, a j
squad of detectives disguised as lung- i
shoremnn have been working for weeks
with real longshoremen on the docks.
KHW YORK, Dec. 23.-Alfred Henry
Lewis, a newspaper manxand writer of
books, died today at the home of his
brother here, ot an intestinal disorder.
He had been 111 only a few days.
Mr. Lewis was born In Cleveland 55
years ago. Though a lawyer, he entered
newspaper work In Kansas City In 1884,
and subsequently became a writer of
political articles, by which he estab
llshed a reputation aa one of the fore
most political writers of the country.
He was described as a prodigious
worker, and In 1 if teen years produced
eighteen books, many of which obtained
a wido and popular circulation. Ho was
well known also as a writer of western
stories, In which cowboys and miners
were dominant figures, as well as of
articles on underworld life la this city.
For several years he was the Washing
ton correspondent of the Chicago Times,
which he left In lS9t to serve In the same
capacity for two year with the Hearst
newspapers. He then became the editor
of The Verdict, a humorous weekly, but
soon turned his attention hkhIu to fietinn
and political writing, of late years he
had been employed an a political writer
by the Hearst papers.
Among his bent known hnolis are
"Wolfvllle." "The Sunset Trail'1 and
"Tho Ikum."
Mr. I-wis is survived by two brolhete,
who control the publication tif the Morn
ing Telegraph In this city. He was unmarried.
Turks Threaten to
Slay All Foreigners
at Hodeida, Arabia
NAPLES. Dec. 22. (Via London. De
layed In Transmission.) The officers of
the steamer, Capri, which arrived today
from the Red sea, describes the situation
at Hodeldu, Arabia, as very grave, owing
to the Irritation there against Christians,
especially Knglih and French. Chris
tiana have been threatened with mas
sacre. The French consul Iiuh bee 'seized by
the Turks and the Itnllun co.T.I was ill
treated, but Is now safe, aboard the
Italian warship, Olullama.
The French battleship, St. Louis,
threatened to bombard the town, but the
Turkish government notified the war
ship officers that the first shot fired
by the ship would be the signal for a
slaughter of Europeans.
