special master shall receive no bids from

Pest House is Need
of More Eepairs
Building Inspector Meisner will pre
pare an estimate of tbe cost of repair
ing and remodeling tha pest house and
submit It to tbe council. Commissioner
Ryder has pronounced the past house In
unsanitary, dilapidated condition. The
city council will repair the plumbing and
remodel the entire bouse If the money
for the purpose can be secured.

Facts and figures concerning the trade
between the United States and tbe
PhilUpplne Islands, the progress the Is
lands have made since this country took
possession of them In 1901, and an ap
peal to the American ' business man to
take interest - in the trade possibilities
there, were Incorporated In a short speech
made at the Commercial club by M. I
Stewart, director of commerce ' for the
Philippine .Islands.
"The Philippine Islands," declared Mr.
Stewart, "are the greatest asset the
American government has. Wa hear many
people say we should not keep them;
thfct thev are a bother and an expense.
The Philippine Islands do not cost the
American government one cent ana nave
cost us nothing since 1901. The . islands
have $25,000,000 In tha banks and are only
$9,000,000 In debt We have 8,000,000 people
there and we think we are some country.
"When the United States took posses
sion of the country there were no schools
except those maintained by the religious
organisations; there were only ninety
miles of railroads and no telephones ex
cept a few .lines in the city of Manila
Today there are 2,000 miles of good roads,
670 miles of railroads, 4.700 school houses
for the 670.000 school children and the
University of Manila, where 1,400 students
are enrolled.
"The world approves what the Un!f
States has done for the Philippine Islands
more than the United Stated."
Colonel Stewart declared one of the
best advantages of the islands to the
United States is the fact that they are
the gateway to the orient The purchases
of China last year amounted to $326,000,000
and the United States furnished only $17 -000,000
of that amount.
Other countries ate regretting that the
American, business man is disappearing
from the markets of the world. Since
the Chinese have formed a republic and
cut off their queue they have begun to
demand hati It follows that they will
have to have coats, shirts and collars
and shoes and American made goods of
all kinds. That we are getting less than
6 per cent of this trade Is a disgrace
In ten years the Philippine Islands will
prove the greatest asset the United States
States has ever had.
Following Colonel , Stewart's address
Captain Harold Elarth, formerly of
Omaha, made a short talk on his ex
periences in the islands. He is captain of
the American constabulary there.
