Wednesday, Thurslay and Friday of this week have been fixed as the dates for the examination at teachers desiring certificates for use during the coming school year. Charles Griffin, who had been haled In Justice Joseph's court for wife desertion, and whose hearing has been fixed for to day, evened up matters some by filing his original notice during the afternoon of a suit for divorce against his wife, Ellen Griffin. He allenies cruelty and asks absolute divorce. The filing of the suit, however, will have no effect upon the pending case unless lt brings about a reconciliation. The funeral of Mrs. Kmpkle yesterday afternoon was largely attended. The residence on South Sixth street was filled with the friends and relatives who paid the tributes of sincere respect and attec tlon. The casket was almost hidden by the floral offerings. The services were conducted by Rev. Marcus P. McClure, pastor of the First Presbyterian church, where Mrs. Empkle bad ben a communi cant for many years. Solos were sang by Mrs. Ward and Mrs. Welsh. The body was interred In the family lot In Falrvlew. Arnold Prultt was sent to the county jail yesterday morning by Police Judge Snyder to think over the proposition whether life Is worth living. Prultt says he reached the conclusion that It was not, and went into the Ogden hotel with the Intention of making a spectacular finish. He was equipped with a 38-call-ber revolver and a 'two-ounce bottle of laudanum. He planned to take the nar cotic and then shoot himself. The Im mediate cause of the resolution to end lt all was said by Prultt to be the refusal of a young woman employed as a domes tic at the hotel to marry him. Prultt told the police that .she not only re fused but dollberately turned to another young man and wasted a wealth of af fection upon him. He attracted much attention as he swaggered through the hotel and police officers vers called. Although considerable time transpired neither the poison nor the bullets were appealed to. The police department has been trying to encourage Prultt to ad here to resolutions announced last win ter when he became one of the converts at the Hart-Magann meetings. The youth was sent to the county Jail for twenty days. City Council Corrects Defects in Auto Ordinance The city council last night took all of the measures pointed out by. City Solicitor Stuart as being required to cure the defects of the automobile speed limiting ordinance thafhas been attacked at a vulnerable point by the attorneys of a defendant In police court, and the ordinance Is now believed to be bullet proof. It was discovered that the real defect was a alight error In the minutes of the council proceedings, which failed to show that during its passage last November lt had to be read the eeoond time after being referred back to the council by the committee of the whole. A resolution definitely stating this fact and authoris ing the clerk to make the correction was presented and passed, and then to make assurance double certain the entire ordinance was again passed under sus pension of the rules. The city attorney allayed all fears that the many fines In flicted under the defective ordinance could be reclaimed, and stated that only the case under consideration In police court would be effected. The ordinance passed on May 17, 1900, providing severe penalties for hurling missiles at passing automobiles, and which wag found to be entirely void by reason of the omission of Its required title, was repealed by a new ordinance prepared by the city solicitor mors definitely spnclfylng the misdemeanors prohibited and made to Include throwing snow balls as well as decayed vegetables and brickbats. It provides a maximum penalty of a fine of $100 or thirty days In the county jail. An attempt to pass It under suspension of the rules was de feated by Alderman Beebe, who wanted the extreme penalty reduced to $10. Alder man Boyer partially agreed with him, de claring the penalty to be too severe and said he would not vote for It unless the maximum fine was fixed at $20 or the Jail sentence. The two negative votes prevented the required two-thirds, ma jority to pass lt under suspension of the rules and It went over until next week. The board of water commissioners were granted authority to lay railroad tracks on First avenue to connect with the coal bunkers In the new boiler house at the Broadway pumping station. A communication was received by Con gressman Oreen stating that lt would be Impossible to secure payment by the gov ernment of any portion of the cost of re pairing the levee on the river bank near the Illinois Central bridge that caused the overflow In the western part of the city last spring. An Improvement resolution was passed for brick paving on Avenue D between Sixth an'd Seventh streets, and reducing tho width of the paving to twenty-one feet. The improvement resolution order ing the large amount of sewer construc tion agreed upon several weeks ago. While patriots of ths nation were steaming and storming in Chicago yester day a miniature Imitation of the big con vention was being held n Councl Bluffs. The Imitation was faithful even to tha operation of tho steam roller and tha attempts to get delegates any old way. It all occurred In the special meeting of the- Iowa grand lodge of the Degree of Honor and a purpose of a majority of 300 delegates to separate the degree' from the parent organisation, the An cient Order of United Workmen. The purpose was accomplished, though not without a fight that lasted throughout the day. The Degree of Honor, composed entirely of women, has been acting as an aux iliary of the Workmen, and recently adopted an insurance plan that presented such attractive features that all of the women adopted lt The youth of the members and the organization made a low rate possible, and when the Work men were compelled to raise their rates to keep afloat, a movement was started to take the auxiliary Into full member ship of the Workmen. This would re duce the average rate of the Workmen very materially but lt would as mater ially Increase the cost of insurance for the women. It was for this reason that there was a determination on the part of the women to prevent It by completely withdrawing from the order and uniting with the national organisation of tho Degree of Honor. The battle ground was the convention hall and the headquarters at the Grand hotel The strength of the opposition was In dicated by the presence In the city of E. B. Evans of Des Moines, grand mas ter Workman of Iowa, and every deputy) In the state, shrewd and deeply skilled ia the arts of politics. They arrived with out the knowledge ot the grand officers of the woman's auxiliary and took apart ments In the Grand hotel Monday night. Then the grand master and all of his deputies, a doaen Jn number, went to ths task of winning over enough of the del egates to defeat the object of the con vention. They were assisted by ex-Senator Harper of Burlington, a past grand offloer in tho Workmen, and a largo number of the women whom they won over or who were originally favorable; to their view. Mea Are Exoladed. ' When the women met In convention yesterday morning the work that had. been previously done was evident. Ion on the very first roll call on a matter relating to the purpose more than halt the women refused to vote. The Interest became acute when Senator Harper ap peared In the convention as the repre sentative of a large number of unseated delegates, whom the committee on credentials had reported to he not entitled to seats. Hhe Burlington gentleman ap peared with a proxy of one of thess discredited delegates and demanded to be heard. There was a good deal of con fusion and grand chief of honor, Mrs. Branson, almost splintered the table by her vigorous blows with the gavel. She held that the gentleman was not entitled to recognition for the reason that the report of the credentials committee had been fully approved by the convention and that only accredited delegates could, take part in the proceedings. Mrs. Branson steered the steam roller with equal grace In a dozen other In stances, and when the final roll call on the adoption of the amended constitution and the new bylaws, which were those of the national organization was taken the vote represented the ratio of 22 to 48 in favor of the absolute divorce ot the women from the masculine branch. But one-half of the women refused to vote. The debates were sparkling and often brilliant, and never once was there a, scene so stormy that any of the women forgot their dignity. A pretty bit of generosity occurred when the women sent a committee to invite the grand of ficers of the Workmen to attend the con vention as guests, but it was declined, all remaining In the hotel with the ex ception of Senator Harper. After this stage of the proceedings was reached all that remained to be done was to authorize Earl' Ferguson, the at torney employed as legal advisor, to draft the contract fixing the insurance rat- -i, which was approved by the lodge sub ject to the official approval of State Auditor Bleakly. The early part of the program was pleasantly carried out In spite of an In excusable blunder on the part of some person responsible tor management of the Masonlo temple hall, which kept ths hall closed for an hour after the meet ing time bad arrived for the meeting to be called to order.
