to report tha company to tha board as a
railroad. Henry Seymour, secretary of tha
board, read with Interest soma time ago
of tha petition of tha Uraln Terminal to
prevent the city Interfering with Its tracks
cross certain streets.
The company filed Its articles of incor
poration October , IMS, tha Incorporators
being A. U. Btlcxney, W. D. McHugh, John
U. McCague. Nathan Merrlam and Ales B.
Charlton. Tha capital stock of tha com
pany Is I103.00A and It was proposed to
build a railroad from Omaha to South
Omaba.

of a report to the State Board of Equalisa
tion, though tha law requires a statement
from parties "owning, operating or con
.rolling", railroads In this state. A failure
to report is punlshsbla by a fine of from
$1,000 to for each offense. In addl

Mr. Seymour wrote to Jamea E. Ellis
agent for tha company, asking for tha
names of tha officers so thai ha cfum

was also called to tha axlstenca of the
road by a letter from the legal department
of tha city of Omaha.
The Omaha Grain Terminal has not paid
its occupation tax and if it Is doing busi
ness It is doing It without legsl authority.
Tha occupation tax would hava amounted
to 130. but to reincorporate, as It will hava
to do to do buslnesa, tha cost will be S50.

obtained. A late report of the method
adopted In that city says:
"We now have approximately 10,000 bags
which we use for the collection of pspers.
Each householder Is provided with one,
snd once each week our collector calls to
mpty the Hint - Tha paper la hauled to a
central baling station and baled ready foe
shipment.
"The present administration has caused
tho papers to bo baled by tha workhouse
prisoners, and the cost of collecting and
baling, according to the statement made
to me by tha director of public works. Is
IS a ton. The papers are sold on con
tract to the highest bidder, and tha last
contract was made for 19 40 per ton.
"The advantage of Cleveland's system is
that the expense of sorting the paper waste
from other refuse is avoided, and the
technical difficulties of grading tha waste
papers Is overcome by selling them Just
as they coma to paper stock dealers.
