IN OPPOSITION TO RATE BILL
D. . T. Sheles Circulate Petition to
Coacress o Behalf of
Railroads,
petition la being- circulated among- the
business men by D. V. Sholes urging- con
gress not to page the Esch-Townsend bill,
which, If passed, will empower the Inter-
etate Commerce commission to make rail
road ratea. When called on In regard to
the matter, Mr. Sholee referred to John
R. Webster, prealdent of the Omaha Bridge
and Terminal company, owned by the Illi
nois Central, for information In regard to
the petition.
Mr. Webster said eurh a petition was
being circulated on the grounds that it
would be detrimental to the Interests of
Omaha and the west should the Interstate
Commerce commission be given the power
to. max rates for the entire country.

Superintendent Morris of the Bureau of
Associated Charities does not believe the
shifting of destitute or paupers from one
county to another Is an effective means to
any end. A case In point has Just been
disposed of by Mr Morris. Mrs. Johannah
McCarthy, 16 years of bk?, reached Omaha
Wednesday morning;, without money and a
stranger here. She was sent from the
Union station to the police station, and in
turn was referred to the Associated Chari
ties. The old woman told several stories
of relatives living- at Ucnver and Cripple
Creek, but when questioned was unable to
give either the name or address of even
one of the alleged relatives. She also said
she had been passed along; from county to
county and now wanted to reach Colorado.
On further questioning; she gave the name
of a daughter at Avoca, la. Superintendent
Morris telegraphed the daughter and the
local authorities notified the authorities at
Avoca that the old woman would be sent
to Avoca. This case Is one of those that
comes particularly under the Jurisdiction
of the Bureau of Associated Charities.
While rendering all necessary assistance
in all Worthy cases. It Is within the prov
ince of the bureau to protect the public
against unnecessary calls for charity.
No Locking- of Horns.
Superintendent Morris wishes it distinctly
understood that the bureau Is not locking
horns with any other charitable interests,
but Is rather trying to protect all legitimate
charitable work of the city. On Tuesday
complaints were received by Superintend
ent Morris fnvm the St. James Orphanage,
city mission and the Volunteers of Amer
ica stating that unauthorized parties have
bees soliciting contributions In the names
of those Institutions. As a result of an In
vestigation by Mr. Morris a number of
South Omaha alleged charitable workers
were brought ,be fore Captain Mostyn at the
city Jail on suspicion of being the parties
implicated. While no arrests were made
at that time, It Is understood the confer
ence with the police official had a salutory
effect Mr. Morris said the article In the
News of Wednesday conveyed a distorted
impression In saying that the mission
workers of Omaha and South Omaha have
locked horns with Superintendent Morris of
the Bureau of Associated Charities. "Such
a statement is a wild one and not borne
out by the facts," said Mr. Morris.
