When the broker charters a vessel he taken his chances of having a cargo for the ship when it arrives. He has to find a cargo for it or sell his char ier to some ono else. If there Is no cargo the ship owners get their money just the same. Sometimes a ship puts In an ap pearance long after It Is due, and this nlso complicates matters.
