The first meeting of the special committee
of the city council, consisting ot Aldermen
Lougee, McDonald and Casper, to whom
was referred the matter of preparing aa
ordinance granting a franchise to the pro
posed Interurban Terminal and Belt Line
company, was held yesterday afternoon.
Present at the meeting besides the mem
bers ot the committee and City Solicitor
Snyder were President Dobbs of the Coun
cil Bluffs, Tabor St Southern Electric Rail
way company, and & M. Sanger and Mal
colm Green, representing Hooper, Nicker
son Ss Co. of Boston, the firm which will
finance the project It launched. '
The meeting lasted several hours, dur
ing which the proposition of the Belt line
promoters was discussed pro and con. Be
yond this discussion, which disclosed what
the promoters seek from the city, nothing
was done and another conference between
the committee and promoters will be held
Monday afternoon.
One thing was made plain at the meet
ing and that Is that th Tabor line Is not
seeking an entrance Into Council Bluffs.
President Dobbs explained that he was not
after any franchise, as ha figured on the
Interurban company forming the terminals
for his road at this point. The committee,
however, was given to understand and the
statement was considered by It in the na
ture somewhat of a threat, . that ' If the
Interurban Belt line project was not ap
proved by the city, the Tabor Una would
not make Its terminal here, but continue
oa through to Omaha.'

that he had positive Information that an
other electric road from the northeast was
already being promoted and that aa soon
aa the belt line was assured would build
