The cattle were stolen In South Dakota and hipped to , Verdigris, Neb. The thieve thought by doing that the cattle would not be Inspected, but would be panned by the same ns cornfed. Inspector Talbot, however, saw the brands, and upon. Inves tigation found that they originated In South Dakota, and consequently ordered the proce?ds turned over to lilm. He wired the South Dakota authorities and a detective was sent down. The cattle canvi In on Saturday nnd were not sold until the. following Monday, which gave the' de tective plenty of time to reach South Omaha. In tho meantime, however, the shipper became frightened and left town. Understanding the tricks of cattle rustlers tha' detective Immediately started for Ver digris, where, as he : expected, he found not Only the man who brought the cattle In, but his partner also, and landed thfjm both In Jail. That is the last attempt up to 'data to market stolen cattle at South Omaha, Occasionally a ranchman sells all or part of his cattle to some other ranch owner, and wherever that la done the purchaser gels a bill of sale from the former owner howlng the exact number of cattle pur chased and their brands. When these cat tlo are sent to market the shipper must produce his bill of sale to the Inspector in order to establish his ownership. The bill of salo. In other words, amounts to an ab stract of title. These bills of sale are taken up by the Inspector ntd placed on file, which prevents their ever being used more than once. This system of Inspection, In fact, has reached such a stage of perfection that robbing banks and holding up ex press trail. Is a safe proposition as corn pared with cattle matting. . '. . Most people are familiar with tho wty cattle are actually bought and sold at tho live stock centers. Tho cattlo are ehlpped to somo live stock commission firm, tho same aa formers send In their butter, eggs and poultry to a produce commission man. The cattle nro unloaded by the stock yards"' company and put In pens, each . man's cattlo by themselves. , The commission men then sell them to the best advantage pos sible, either to representatives of the dir.. 'ferent packers or, If they are not fat enough for killers, tl.ey go to scalpers, who In turn sell them to farmers and are taken back to tho country to be fattened.'. There Is a fixed price for Belling a car of cattle, -the same price applying whether they are ' old for ti per hundred or $0. Competition among tho different commission men makes It to each one's Interest to sell tho stock consigned to him at tho highest possible figure, so that he may not only , hold the trade of his customers, but extend his busi ness. . Whoever, buys the cattle pays the commisnlon man for them and the commis sion man remits to the owner the price less the freight, commission and other fixed charges. ... . In order that there may be no dispute re garding the weights tho stcck yards com pany always does the weighing. .. It, of course, makes no difference to the com pany how much or how-little tho. cattle weigh, and as a result are In the position of a .disinterested party between the buyer and seller.' Commission men are always alive to thi best Interests of their custom-' ers and never lose an opportunity to help out the weights of the cattle by getting a good-fill "on them."' Just so'long as the cattle keep eating and drinking commis sion men put off welshing them, but when the cattle are shrinking they weigh them aa soon as possible. This Is, of course, perfectly' legitimate, and packers expect nothing else.' 'Many amusing stories are told of the way In which some shippers feed their cattle salt and deny them of water for eome time before they reach their destination, so that they will nil good, and some shippers have even Baited their cattle after they arrived In the yards. As a general thing,' though, there Is no profit In that kind ofbualnesa. for that is not considered' legitimate. Of course, the buy ers cat tell when tho cattle are abnormally thirsty, and buy them enough lower to mora than make up for the extra f.ll. Railroads are being constructed to the coal . fields of Weihsien and Poslian, which' nrp about 100 miles in the interior, and thee mines are to be worked by Germau capi talists. , , . The- . concessions , from .tho Chinese are. such that the Germans practically control 8hantung, the province behind Kiauchau bay. This province Is rich in agriculture and minerals. It has excellent coal and also mica and diamonds. It .has 30,000,000 Inhabitants, and is right in the heart of ' the most populous part of China, so that If. the Germans can hold It It will be of great , value as a market. ,. ,;:. .The Germans are about the best of tho foreign merchants of Asia. 'Their houses are to bo found at every treaty port, and their banks are everywhere. ' At Tslngtau they have put up good hotels' and large business establishments. Tho town has electric lights, telephones and water works.
