of the Southern Pacific, passed through tha
city this morning enroute to his home In
San Francisco. He haa been In Chlcngo
for the past five weeks attending to rou
tine business. Mr. Bproule said:
I expect to meet John C. Stubbs, gen
eral traffic director of the Harrlman lines,
and his party, which is on ita way home
from the recent conference at Bait Lake
City, a short distance west of Omaha, and
will return with them, leaving ror my
home as soon as I can make connections.
"While business men In the east are
complaining about the trade conditions and
poor markets, wa people out along the
coast are booming. There la much building
and ahlpping la very heavy. Tha freight
conditions are somewhat congested, but
not to the great extent reported. Tha
congestion on the northwestern lines ot
our system has been partially, solved by
establishing a prohibitory rate on lumber
shipments from points on the Oregon coast
to San Francisco. This haa cut down tha
amount of trafflo and.lt la probable that
considerable shipping will now be done by
water. The new rate went Into effect No
vember 1, and the advance la from $5 to
$7.60 per ton from all mills on the coast
or on rivers that are- accessible to the
coast. In reality thla is a prohibitory
rate, but It will not affect the mills in
the Interior, which still will bs allowed to
ship at the old rate of $3.10 per ton.

Contractors of the Builders' exchange are
busy figuring on the pinna for the quarter
master's warehouse Which Is to be bullt on
government ground near Twentieth and the
Union Pacifio tracks. It la understood that
the appropriation Is for about $76,060 and
the contract Is a large one. Bids must be
In by November 16. Tha building lo to be of
brick, two stories high, with sloping roof,
and will cover a ground space of 80x340
feet. The foundation requires a large
amount of piling. - Work probably will not
be begun before spring.
