Hawaiian Bonds Approved. The president has approved the Hawaiian bond Issuo of $1,229,100. That amount of territorial Indebtedness Is authorised under the Hawaiian loan act to be Incurred during the fiscal year end ing June 30, 1904. The Hawaiian legis lature authorized the raising of $2,460,471 during tho biennial period ending June 30, 1905, but under the terms of tho or ganic act the president cannot approve a loan beyond one year, In order to guard against the possible failure of tbe revenues to meet the indebtedness. The financial condition of Hawaii Is rhown by the of ficial figures accompanying the bond Is sue proposition. The ad valorem assets of the territory for the fiscal year 1902 were $122,910,803, the loan now authorised being 1 per cent of this amount. The total ex penses of the territory for one year cannot exceed 7 per cent of the total .assessed valuation and this 7 per cent Is $$,603,756. The estimated liabilities, including the amount Intended to be raised by the loan are $6,251,267, which covers all expenses of the territory. Consider Chinese Treaty. Minister Conger Is in constant communi cation with the State department over the final details of Uiu commercial treaty with China which Is to be signed October 8. Nothing has developed to Indicate that the signatures of Prince Ching and Mr. Con ger will not be attached on the day stip ulated. Authorities here believe the treaty will mean much for the future of Ameri can trade in the celestial empire. In ad dition to the provisions for opening ports, It contains other stipulations for trado in tercourse, which, it Is claimed, make it a better treaty than that negotiated with China by Great Britain. During the day Sir Chentung Liang Cheng, the Chinese minister, and W. W. Rockhill, chief of the bureau of American republics, who acted as commissioner to China in 1901, and who has been acting in an advisory capacity throughout the treaty negotiations, were In consultation with Acting Secretary Adee regarding the treaty.' At the conclusion of the consulta tion it was announced that the treaty will practically be completed and ready for the signatures October ?. Officers Case Go to President. The action of the president Is required In the cases of seven officers who were convicted by court-martial and .sentenced to dismissal, and. In two of the cases. Im prisonment The officers are Lieutenants Hamilton, Knud Knudaon, Thomas E. Murtaugh, Hamilton Foley and 8. L. Rucker, and Cadets Jame G. Steere and William A.
