WASHINGTON, June Z7.-The State de partment. through Judge Penfleld, the so licitor, by an adroit move has broken what appeared to be a corner In the sUver mar ket. When the Mexican government recently deposited $1,643,000 Mexican coin In the Na tional Bank of Mexico, subject to the draft of the Ulnted Statea, In payment of the Plus award, the State department waa con fronted with the necessity of turning the money Into United States cash and deposit ing It here. For some time silver brokers had been watching the negotiations and when they applied to the department was In formed It would cost about 140,000 United States money to convert the fund and trans fer It as desired. This was regarded as an exorbitant charge, but no other and better bid was offered. Finally Judge Penfleld hit upon the plan of turning this Mexican silver Into Filipino money. Director Roberts of the mint bureau, who has been buying bullion for the Philippine account, has been confronted with a strongly rising silver market and something like a corner In that commodity. He, therefore, readily accepted Judge Penfleld's offer of a big lot of Mexican sil ver and closed an agreement by which at an expense of less than $4,200 the amount Of the Plus award can be placed In the handa of the Catholic church, the bene ficiary of the award, and the seventy tons of silver can be transferred to the United States mints. Justified by Precedent. The officials of the State department as sert positively that a close examination of precedent Justifies the presentation by the United States of the Jewish petition to the Russian government, and that no govern ment has a right to object to the presenta tion of such a petition nor has the govern ment a right to object if the presentation Is declined. This means that the United States will not And ground to quarrel with Russia If the cxar refuses to receive the petition now being prepared by the counsel of B'nal Brlth. There were no developments today re specting the petition save an announcement that It Is the purpose of the framers to have It numerously signed by prominent Christians as well as Jews. Mexican Steamer Stranded. Superintendent Kimball of the life saving service has received a telegram from the Salurla life saving station In Texas atatlng that the Mexican steamer Caramohapam atranded twelve miles northeast of that station. The captain was killed In the wreckage. The crew of thirteen were saved In a destitute condition. Kanaaa Postmaster Named. The president today appointed J. T. Emlth postmaster at Pleasanton, Kan. It seems that the antls are a bit hard on the men as well s their "misguided" sisters, for the fact till remains that a man with the true in stincts of a gentleman doea not and Is never going to offf5 any discourtesy to any woman at any time or In any place. While the branching out of women may be re sponsible for the overthrow of some of the former traditions alleged to be gallantry In men. It has also put an end to' some of the selfish. Inconsistent and unreasonable attentions once demanded by women, and If It Is to eave women from losing the re- pect of Intelligent men the antls might better direct their appeals to the thousands of thoughtless women who gad about down town after the matinee or shopping, until that time In the day when they know the cars will be crowded with the tired men and women who have worked hard all day and who have no opportunity of avoiding crowded cara, and who are so frequently compelled to stand and hang to the straps to make room for the "lady" who Is loud est In her complaint of the lack of men's gallantry. It Is the verdict of women of experience that they receive from men what they demand, and the truly womanly woman rarely suffers at the hands of a gentleman nor does she frequently complain at sharing alike with Mm the unavomame Inconvenience or even the hardships as wen as the privileges Incidental to the Inde pendence that means ao much to the business woman. Some time ago It was publicly an nounced that Mlsa Adeline W. Sterling, president general of the latter organization, waa to deliver the principal oration at Val ley Forge on June 19, the l'J5th anniversary of Ha evacuation by Washington's troops, and she waa so announced on the programs Issued later. In apite of this some member of the Daughters of the American Revolu tion announced Mrs. Donald McLean as first speaker, Mrs. McLean being the only other woman on the program. The matter haa created a great deal of comment and feeling, and It seema unfortunate that with euch excellent prospects of being elected president general of the Daughters of the American Revolution next year that Mra. McLean should allow herself and her so ciety to he ao compromised, especially In such a petty manner. It Is said that be cause of this the old opposition to Mrs. McLean has broken, out afresh and that women who a few months ago agreed to support her In the coming election have gone back to their old complaint that she la too ambitious and will work for another candidate. A splendid gift of a $10,000 clubhouse to the enlisted soldiers at Manila by the Pennsylvania chapter of the Daughters of the American Revolution is to be paralleled In England In the proposed Union Jack club for soldiers and sailors passing through London or quartered there, the equipment to Include reading, billiard, sleeping, dining and bath rooma and other things appropriate to such quarters. The club when complete will cost about $300,000, of which $30,000 has already been subscribed. The Idea originated with Miss Ethel Mc- Call, who went to South Africa during the war and while there became so Impressed I with the needs of the enlisted men that ! upon her return to England ahe Imme- j dlately set about creating interest among wealthy women In the building of auch a clubhouse. George W, Kendrick, jr., of Philadelphia has been received with regret by club women generally, for In her death not only the Oeneral Federation of Women's Clubs, but numerous other organizations for the advancement of the Interests of women have lost a most unselfish friend. Mrs. Kendrick was for years regent of the Phila delphia chapter, Daughters of the Amer ican Revolution; treasurer of the Civic club and vice president of the Pennsylvania Daughters of 1812, besides holding member ship and working In a number of other organizations. But It was as correspond ing secretary of the General Federation that Mrs. Kendrick waa beat known, for since the Inception of this organization she has given liberally of her time, her wealth and the Influence of her social position for the advancement of ita influence.
