PresUleut Barnard ot the Board of Educa
tion has appointed as the special committee
to conduct the Investigation as to tha in
stallation, of the heating and ventilating
plant at the High school MeBsrs. Wood, J,
Smith, Mi-lnlosa, Funkhouser and Theo
dore Johnson.
Primarily It devolves upon this committee
to determine the justness of tha claim of
John Rows ft Co., the contractors who In
stalled tba plant, which calls for $2,076
under their original contract, and a bill ot
extras which a submitted by them
amounted to $390.26. but was reduced to
$100 by stipulation between the firm aad the
committee on buildings and property. 'This
latter committee reported at the last meet
ing of the board recommending tba payment
of the contract pries and the bill of extrss
as adjusted.
Incidentally the work ot the special com
mittee will Involve some settlement of ths
differences between the contractors and
John Latenser, the architect who drew ths
plans and specifications for the building,
and a determination ot th question as to
whether ths- plans of the architect -aa pre
sented were practicable, or whether ths
contractor was justified in deviating from
them. This question. It will ba i remem
bered, provoked a very lively discussion at
the last meeting ot the board, in which W.
F. Johnson contended on behalf ot Mr.
Rows that had he not departed front tha
plans ot the architect In performing ths
work the plant would never have been made
to operate at all. On the other hand. Mr.
Latenser declared that had the contractor
followed them there would have bass no
trouole. Mr. Latenser even went so tar ss
to say that the contractor and bis men had
refused to follow bis directions at super
visor of the construction work and bed
openly defied him and Intimated that ths
committee on buildings and property bad
played Into the hands of the contractor by
permitting this state of affairs to continue,
