On and after February 1 tho rural free
delivery carriers of the United States wilt
be under tho rules of tho ctvll service com
missioner and each applicant for a position
wilt bo required to stnnd an examination to
Bhow his proficiency In tho handling ot mall
and In tho transaction ot such registry and
money order business as may come within
his lino of duty.
Instructions covering tho new plan havo
been issued to agents nnd a meeting was
hold at Denver this week at which nil ot
tho special agents In tho division wcro
present to consider the application of tho
now rules. Tho general opinion expressed
at the meeting was that these rules wit!
tend to Improve tho service, and that as
they nro not difficult they will bo accepta
ble to tho communities whero tho routes
aro established.
Under the now system no blank applica
tion will bo issued to a person desiring to
sccuro employment in tho service until tho
special agent arrives to conduct tho ex
amination. The postmnBter nt tho Initial
point on tho route will bo requested to sub
mit tho names of at least thrco persons for
tho position. When tho special agent ar
rives ho will give to each person a blank
application, which must bo flllcd out In his
prosencc. Tho applicant will then bo re
quired to read twenty-flvo addresses writ
ten upon cards and will then fill out a re
ceipt for registered rentier nnd another
for money to bo sent by money order.
The age limit Is between the vcors ot 17
and 55, except in tho ense ot veterans ot
the civil war or Spanish war, when, if tho
applicants are physically capable, tho ago
limit will not apply. Under tho general
civil service rules 'preference will bo given
to such veterans In nil cases. The appli
cant must be a resident 'of tho territory to
bo covered by tho route nnd tho application
of women will bo considered, but only in
exceptional cases will they bo appointed.
Under no circumstanced will tho political
affiliation or religious belief ot "the appli
cant bo considered in making an appoint
ment. The examination papers will h
passed upon by a board of general rev c,i
nnd tho recommendation of the spec'n"
agent will not bo binding upon tho appoint
ing power.
Each carrier will bo required to provlda
a substitute, who must bo qualified as well
as himself and givo bond in the same
amount, $500,

Omaha will have a musical festival dur
ing the present year, the terra extending
from August 20 to September 20. The or
ganization which Is to present the series
ot band concerts Is the Royal Italian band,
which appeared at Boyd's theater recently,
and the manager of tho enterprise Is tho
Omaha Auditorium company.
This was decided on at a meeting of the
board ot directors ot the company when
the report of the promotion committee was
submitted, showing that tho Royal Italian
band and the llanda Rosso were applying
for engagements. The latter desired to
nppear during the month ot June, while
the former offered open dates in August
and September, which was more satisfactory
to the committee than the earlier date.
The architect's plans ot the adiiltorlura
building wcro delivered and the" archltocl
explained them. The pinna aro as previ
ously described, no changes having been
made since tho driveway nt the west stdo
was opened. Accompanying the plans is a
stock subscription tor $500 from John
Latenser, the architect.
Secretary Hoobler, who has been busy
with his private affairs during the month
of January, donated his salary for that
month to tho company and a bill for ad
ditional clerk hire In- half that amount was
allowed. At the request of tho secretary
tho salary attached to that office was dis
continued and he was authorized to expend
not to exceed $75 per month for clerk hire.
Bills aggregating $100 for the expenses of
tho Chicago Symphony concert matlneo
were allowed.
P. E. Her was unanimously elected to tho
place on the directory nrade vacant by the
resignation of Frank J. Burkley.
