CATTLE RecoIptB wero fairly liberal to
day for tho first day of tho week and as
Chicago was quoted lOiflSc lower conditions
wero rather unfavorable to the selling In
terests. Buyers sturted In from the first
to pound the murket and in most fuses
they met with considerublo success. Sell
ers did not like to mako tho concessions
asked and for that reason, the market was
alow and tho morning was well udvunced
boforo anything llko a clearanco was mudo.
Thero wero quite a few cornfed steers
in tho yards this morning, but buyers did
not tuko hold very freely und wero bidding
generally 10tfl5o lower than at the close
of last w,cek. Tho decline seemed to bo
greatest on tho wurmed-up cattle, us they
udvunced tho most last week. Something
choice would probably havo sold ut not far
ficin steady prices. It was a slow, druggy
market from start to finish and tho decline
was rather uneven.
Prices on cow stuff also took a tumblo
this morning and the market could safely
bo quoted 10b'15c lower. A big proportion
of tho receipts consisted ot cow stuff, so
that buyerr had a good opportunity to
pound tho market Tho same us was thu
cuso with steers the decline was greatest
on tho commoner grades.
Rulla woro also rather slow salo today
und a llttlu lower nnd the sume was truo
01 ntugs. Veal calves, though, did not show
much chango whero the quality was satis
factory. Stockers and feeders were In light supply
toduy, whllo tho domnnd wus fairly liberal.
There seemed to be moro buyers than sell
ers, so that the murket was actlvo und
steady to strong on everything ut nil de
sirable. Quito a few buyers wero In from
tho country looking for good cattlo, but
thero was not much demand for Common
kinds. Representative Bales:

ST. LOUIS, Jnn, 6. Heavy speculative

In tho history of the St. Louis grain mar

exchange, whero tho Mny option advanced
3 cents ovor Snturday's closo. boforo tho
end pf tho session.
At tho opening, which wns excited, the
first prlco for May showed an ndvanco of
to 1 cent over Saturday's close on heavy
buying, which continued throughout the
session.. From 89V4 cents to 88 cents, tho
opening range, May steadily roso 8U4
cents. April went off 2 cents and closed at
91 cents. Thero were several factors
responsible for tho cxcltemont nnd advance
In prices, Most of tho heavy buying was
for country accounts, which In addition to
tho fact that tho locnl contingent was
bullish on tha crop conditions In the
southwest, whero tho wenther Is too drv
for the' growing wheat, helped tho advance
along.
Small offerings by the farmers on urgent
milling demand, high speculative prices In
other markets nnd Increased demand for
wheat for stock feeding purposes nnd an
Influence.

GOVERNOR NASH DELIVERS HIS MESSAGE
Iteeiiiiiuiends n pvr Sjstpin of Tnvii
Hon, I.euvliiR ('untitles to It n lie
All K.unils for Their
t (Mm line.
COLUMI1US, Jan. 6. The Ohio teglslntura
convened today In biennial sosston. Roth
branches elected tho ofllcers nominated nt
tho republican caucuses Inst Saturday cvon
Ins. At noon the annual message of (lov
ernor Nnsh was rend In bdth tho scnnt
nnd the house. It wns noted for Its rec
ommendations of n now system of taxation,
under which tho taxes for tax purposes nro
to be raised from corporations, franchises,
liquor t radio, etc., nnd all direct taxation
for county, municipal or oilier purposes
nto to bo left to tho counties. It Is a sys
tem of homo ruin In locnl taxes'.
Governor Nnsh, In his message, said:
During the last two yours much hns been
Bald upon the itiesttou as to how corpora
tions should bo regulated und us to how
evils which arise from tho mlsttso of cor
porate franchises may bo minimized or en
tirely overcome. Many huvn thought that
publicity Is tho only sure romedyi
Recuuso they are created by the stato
nml possess certlllcalrs bearing the Im
press of Its seal, people are led to believe
that they mo sufer to do business with nnd
urn more entitled lo credit than urn private
partnerships nnd Individuals. In very many
cases they aro less worthy of conrtdence.
They are, authorized by the stato to do
business bcrore onn dollar of capital stock
Is paid. This Is un unfortunate condition
of nffalrs. Tho state, before It gives them
corporations Its approval und permltH them
to do business, ought to require' that all
their capital be paid In money nnd Invested
In the business they propose to transact.
It ought to make sure of this fuct bv u re
port r.ade to some competent olllccr. Wo
should go further and require these compa
nies to mako annual reports, to be llled
with and be Inspected by this olllccr, This
report should show, among other things,
how much of the capital has been paid
and how the money Is Invested, what tho
nssots are, tho umount of liabilities and tho
names of the stockholders. In fact, thero
should be such u record of every corpora
tion, thnt the people may know ut all times
whether It Is wot thy of credit nnd conn
dencc. I believe with somo such regula
tions Ohio corporations would bo placed
upon a Mdld llnanclal basis.
Tho publicity which would bo given by
such action could not, by any possibility,
Injure a really wortny und (tunnel corpora
tion. It would ptotcct tho public ugiilnst
unworthy nnd lulling corporations. As
mutters now stnnd tho secretary of stuto
knows nothing about a corporation after
It leuves his nlllco with n charter from thn
ff'lte:i' Ci,u"t oven tell how many of
tho 40,000 or moro corporations rhurtered
by the stato during tho lust llfty years
nro deud now, nor how many aro still llv
ng. -I he stuto creates tho thing, author
izes it to do business, sends It out In tha
cold und kr.ows nothing more about it for
ever. It Is high tlmo that a chungo should
bo made.
