About three months ago ho pub lished articles attacking the rural guard of Manzanlllo and was shot at. General Wood ordered the local authorities to afford to him all the rights and protection guaranteed by the law, Castro thereupon icturned to Manzanlllo only to be shot by a member of the rural guard, with whom he had quarrelled. The offender is being vigorously pursued. E. C. Westall, chief of the money order bureau of the Havana postofDce left the office today as usual with the surplus re mittance to pay Into the treasury. The amount was 24,000. He took an omnibus and, according to his statement, placed the packet containing the money ln a scat be side him.
