Congress has .tDsolutcly refused to ratify any of tlio commercial treaties which were negotiated through cx-.MInlster John A. Kasson, who was appointed by President McKlnlcy a sort of a general minister plen ipotentiary for tho purpose of negotiating commercial arrangements between the United States and other powers. Mr. Kas son resigned Immediately after the Adjourn ment of congress without acting upon any of the treaties which ho had prepaied, nnd since that tltao ho lias absolutely refused' to accept one dollar In the way of compen sation for his services. Conventions were signed through the Instrumentality of Mr. Kasson between France, Great Britain, Ar gentina, Nicaragua, Ecuador and other countries, none of which were ratldcd. Un der his appointment Mr. Kasson was to re ceive $10,000 per year, and his declination the resignation and has succeeded, It Is said, In Inducing him to devote his time from some time ago to bring about agreements upon treaties which will be less objection able to those who oppose the conventions which were submitted during the last con gress. Complicity In Cnrter Case. The War department Is pt'lll awaiting ad vices from the rourts as to the control of General Oaynor and others, who arc nc ruscd of complicity In the case of Captain Carter In robbing tho government of hun dreds of thousands of dollars lu the matter of fraudulent work on the Savannah river. It Is expected that a decision will be reached within a short titan now, which will enable the Department of Justice to proceed with the criminal prosecution of Gaynor anil his associates In Savannah. In the meantime Captain Carter's friends are using all sorts of efforts to secure the reltnsn of the degraded engineer officer. Tho latest report Is that he Is likely to become Insane through confinement. But even this docs not move the hearts of the officials of the administration, and It Is entirely un likely that he will succeed In securing 10 lease from the prison in which he Is con fined. South Dakota Divorces. A tccent decision of the supreme court of the United States, which Is looked upon as a dictum absolutely Invalidating di vorces secured In South Dakota, has caused a great deal of consternation among law yers throughout the country, especially those who havo clients holding these divorce papers. The full opinion of the court, which was rendered by Mr. Justice Gray, has not yet been iLade public, and Justice Gray has declined to let any newspaper reporter see it. But It appears that the highest tri bunal in the United States has endeavored to correct some of the abuses which havo been topics of common discussion because of the 'laxity of the divorce laws In South Dakota. It Ik difficult to understand, how ever, how this one' opinion can havo such widespread effect as is suggested by some of th? dispatches which have come from South Dakota. It Is certainly not within tho purview of any one stato or tho United States supreme court to Invalidate a legal act of another state.. South Dakota di vorces will undoubtedly stand upon their Individual merits until successfully at tacked each by itself. It has been the common custom In re cent years to point out South Dakota as the easiest slate In tho whole country In which to secure n severance of the marital re lations between man and woman, and yet tho state of Wisconsin grants divorces to bona fldo residents upon the ground of de sertlon after tho party suing has been deserted for ono year. There are a doen other states In which an almost equally trivial cause, if It may be called trivial, Is recognized as sufficient ground for cut ting the knot which binds men and women who have sworn to love and honor each other until death does them part. Tax La it tn De Remedied. Right here, In the District of Columbia, for years It has been almost as easy to get divorce as It is for two people to get married. There is a caso on record where woman cued her husband for divorce on the ground of desertion and succeeded In securing a decree, when a' neighbor notified the judge who had granted tho decree that the so-called deserting husband had been seen by hlra (tho, writer) visiting his wife In her residence within two or three days before the mandato of the court was Is sued. To the Editor of The Bee: I have Just been reading the proposition to douato $250,000 for the construction of a railroad from Omaha to Emporia, Kan. Perhaps It Is out of placo for one who has not a foot of taxable ground In Douglas county lo make any suggestions, but It does seem to mo that this 1250,000 to bo voted by the citizens of Douglas county as a gift to a railroad company could be spent to better advantage for both tho city and the county. I am not In favor of voting gifts of thou sands of dollars to assist a company to establish a national bank, build a flouring mill or construct a railroad. I will tell you briefly what I would do In preference to giving this money to build a railroad. I would havo Douglan county vote $250,000 to construct a cunal from Fremont to Omaha. I would not have tho county donate the money, but I would havo It take that amount In paldup stock, and I would have the future dividends on that stock pay the Interest on the bonds, the surplus to go Into the county treasury. A quarter of a million dollars Is a good starter to give Omaha what she needs moro than anything else.
