osition will be submitted outside of tho
city only, us uniform text books aro now

it uniformity of text books and tliero tins

from oho township to another has been
obliged to buy now school books, jlb there
aro few townships In the county where the

March 11, wns agreed upon nt tho meeting
yesterday and Is ns follows:
Whercns, A majority of tho school direc
tors of Pottawattamie county believe thnt
county uniformity of school books will
greatly Increase the efficiency of the Miibllc
schools of tho county, and will materially
demlnlsh the expense to patrons lncldant
to any chungu of residence, and under a
system of such uniformity school books
will bo furnished to patrons at nctunl cost;
and
Whereas, Such school directors, for rea
inns above stated, havn filed 111 the nflltv
of tho county superintendent or schools a
petition signed ny tne requisite legal num
ber, asking that the question of county
uniformity of school text books bo sub
mitted to the electors at their annual meet
ing on the second Monday In March. l'Ml.
It Is therefor ordered by the County Hoard
of Education of said county that there bo
submitted to the electors in said county on
tho second Monday In March, I'M, tho fol
lowing: "Shall a uniform series, of school text
books bo ndopted In tho manner prescribed
bv law for use In tho public schools
throughout Pottawnttamlo county? Such
system of uniformity to begin nt the open
ing of tho school year In September, 1'jOl,
and only such changes to be made as may
be necessary to bring about such uniform
ity. Indicate voto by writing 'Yes' or
'No. "

In this caso will be March 11.
Freo text books would mean, It Is es
timated, an Increase In tho school, levy of
about ',j of n mill, but those who favor
It contend thnt tho benefit to the pupils,
especially those of tho poorer classes, will
fully Justify the Increase.
Under the present system tho text books
uro sold to tho pupils nt cost prlco, Cus
todian Hushnell receiving n salary of $luQ
per nnnum from tho board to handlo the
books. Tho total Is on an nvcrago about
13,000 a year. As there aro between 4,000
and C.OOO pupils In 'the public schools or
this city it will readily bo seen tho cost per
pupil Is not large.
Superintendent. Clifford, when asked yes
terday his opinion on tho question of freo
toxt books for tho schools here, said: "Tho
plan has both Its advantages and its dis
advantages, but I could not form an
opinion until I had seen how It worked.
Tho system of freo text books was adopted
In Des Moines shortly after I left there to
corao to Council Uluffs and I havo never
worked In any city where tho plan wns In
vogue. Tho present cost per pupil for text
books umler tho system In vogue hero is
not largo, but If the majority of tho peo
plo deslro freo text books thcro Is no rca-
oon why they should not have thera."
Under tho system of freo text books tho
books arc not given, but merely loaned to
tho pupils nnd the latter aro held ro-
sponslblo for nny dnningo to, loss of, or
falluro to return them. Tho adoption of
tho system will not prohibit pupils who
so deslro from purchasing and owning their
school books.
The matter of authorizing the submission
of tho proposition nt tho election will como
up for notion at tho meeting of the Board
of Education Tuesday, February 19, unless
tho board should have held a special meet
ing for this purpose before then.

of tho stato penitentiary at Fort Madison
containing tho Information that James I.ee,
sent up from hero In March, 1S09, had
died.

yesterday morning the county supervisors
took up nnd discussed tho Rtatus ot the
"tax ferret" contract entered into Novem
ber 13, 1S99, with F. M. Cunningham. Tho
members of tho board have expressed them
selves as being ready to abrogate tho con
tract If they can legally do so. With this
end In view nt the previous session of the
board a resolution was drawn up to tho ef
fect that the supervisors not only consid
ered that tho contract had become Invalid,
owing to tho legislation enacted by the
twenty-eighth general assembly, but thnt
tho board felt constrained under tho cir
cumstances to deny to Cunningham tho
right to stylo himself any longer "agent for
I'ottnwattnmlo county."
This resolution was not Intended to bo
mado public until such tlmo ns tho county
attorney might have passed his opinion
upon It nnd for thnt reason It was never
mado part of tho minutes. H wns, however,
referred to the county attorney and In un
swer to Inquiries from tho bonrd yesterday
morning ho elated that ho did not caro to
submit any opinion until tho enso In which
Frank Shlnn seeks to restrnln tho board
from carrying out tho contract with Cun

several members of tho bonrd, tho contrnct
was read, paragraph by paragraph, by
County Auditor Inness, lu order thnt tho
supervisors might fnmlllarlzo themselves
with all of Its provisions.
This was the only business transacted
during tho forenoon nnd In tho nftcrnoon
tho supervisors nttended tho meeting of
tho County Hoard of Education, after which
thoy visited tho Woman's Christian Asso
ciation hospital In a body.
The board will meet this morning, when
It expects to adjourn until tho April ses
sion.

evening banqueted In celebration of tho
republican victory of last fall, tho nrfalr
being under the nusplces of what Is called
tho Tippecanoe club, or voters who took
part In tho campaign for General W. H.
H. Hnnlson for president. Tho occasion
was the presentation of the Tlppecnnoe
banner to tho county In Iowa mnklng tho
best showing of republican voters nt tho
last election nnd of a flag to the township
In Polk county making tho largest Increase
of tho republican vote.
Tho banner went to Monona county.
Eighty-four counties of the ninety-nine In
Iowa gavo a larger republican voto last
year than In 18!fi. Twonty-four showed

vote. Thrco polled 20 per rent moro re
publican votes than In 180C. Monona county
showed n gain of .11.6 per cent In tho re
publican voto In four years, Clay county
