Hollows, to consider tho prorosnls mudo by Lyman Waterman of Omnha with regard to an electric lino connection between Wlntersot nnd Creston. A letter was read from Air. Waterman ad dressed to tho mayor In which ho snld: "I am pleased to noto that you nre fn vornbly Impressed with tho Idea of a motor lino from your city to Creston. Tho coun try, I know, is very rich nnd well settled. What wo would expect of your city would bo to grant us a franchise nnd to nsslst In securing tho right-of-way from your city south. Tclk this matter over nnd if favorable I will go to Creston nnd drive across from thero to your placo and In vestigate tho route. I havo very favorablo reports from AIncksburg, which placo wo would expect, at this writing, to pass through." Tho system proposed by Air. Watermnn Is nn electric lino with underground wires. Tho illstunco from Dcs Atolncs to Wlntcrect Is about thirty miles and from Wlntcraet to Creston through AIncksburg about tho samo; but tho latter route would glvo Wln tersot Its only connection to tho south nnd southwest. Thero Is no wny now to go from Wlntersut to Omnha by rail without first coming to Des .Moines. Tho Wlntersct pcoplo resolved upon taking up tho project of Mr. Watorman tu earnest nnd will send a committee to go over tho routo with him nnd further tho project. Lehmnnn of St. Louis, formerly nnd for many years conspicuous in Iowa politics and law, arrived In Des Alolncs today to attend a banquet given by tho Har association Alonday evening, at which ho Is to deliver an oration on John Atarshnll. Air. Lehmaun Is ono of the active promoters of tho Louisiana exposi tion to be held In St, Louis two years hence In celebration of Jefferson's pur chase. "Tho exposition Is an assured thing now," ho sold, "for wo have tho state aid and the congressional appropriation nnd the locnl subscrlpt'ons havo been practically secured. Wo havo not settled tho question ot location yet. That will bo turned over to nn abso lutely unbiased ci mmlsslon. Thero are sev eral sites that will bo appropriate. Wo know now that wo will havo an immense exposition and that It .will properly cele brate tho centennial ot'-tho purchase of Louisiana by Jefferson." It Is expected that the Iowa legislature elected this year will bo favorablo to on appropriation to provldo for tho representa tion of Iowa nt tho exposition. Already tho matter Is being generally discussed. Tho state will not bo represented at all at the Pauamcrlcnn exposition nt Duffnlo beyond on exhibit of fruit which tho horticulturists expect to make, but as Iowa was ono of tho ilrst of tho states to ho created out of Lou isiana territory tho feeling Is that the state must havo an exhibit at St. Louis. Old Contrneln of Tin Ferrets. Tho supremo court will soon bo called upon to dccldo whether the attempt of tho last legislature to invalidate all tho old contracts of tax ferrets was successful. Tho Icglslaturo undertook to legalize tho tax ferret business nnd to rcgulato It by providing that they Bhould receive 15 per cent for collecting back tnxes that had been covered up, nnd also providing that old contracts for a larger per cent should be void. Judge Weaver, In tho district court in Franklin county, declared this last part of Uio law unconstitutional, aB an nttcmpt nt Invalidating contracts. Ono W. P. Alooro had a contract with tho county to engage In ferreting out prop erty which had escaped taxes and to get CO per cent of his collections. Ho con timed to do business under tho contract. The Hoard of Supervisors paid him only tho 15 per cent allowed by law. Ho sued and tho court gave him tho full nmount, dcclnrlng that his contract is good, despite tho net of tho legislature. A great many of these old contracts are out In tho stnto nnd tho question Interests soveral counties. Tho tax ferret business Is Increasing rnp Idlj iu tho stato and It Is estimated that nt least a third of tho counties now hnvo firms employed to discover tho hidden property which has escaped tho eyes of assessors. Tiixiitlnn of Pension Money. Anothor Interesting taxation question has got Into tho fedoral court for the southern district from Wapello county, whero an attempt has been mado to tax monoy re ceived from a pension. John Schwabky. a soldier, went Insano nnd his guardian, Cal vin Manning, secured a pension of $72 a mcnth for him for the total disability, with $11,211 back pension money. This was In 1891. Last month tho county tr usurer lovled on this fund, or such por tions of it ns stood to tho credit of tho insrno man during tho last six years, una. tho total tax, amounting to $2,101.83, was plnced on tho tnx book against him.
