I know the oensus law provides a heavy pen nlty for the punishment of any ono who de clines to answer tho authorized questions propounded, but this does not enable mo to make examples of any of the recalcitrants for tho reason that I could not get action before tho census Is completed. I must first send tho name to Washington, Thero tho matter Is communicated to the nttorney gonoral, and ho must direct the local United fitates district attorney to take action before anything can bo done te .lng recalcitrants to terms. Tho enumerators In twelve of the enumer ation districts hud completed their work yestorday. It is probable that the Commercial club, acting In conjunction with tho real ICfltato exchange, will go over some of tho districts early next week to ascertain whether or not any omUwlonB are disc v cred. If nono are found In tho districts In vestigated, it will bo taken as an indication that tho census is reasonably completo, but if a material number of omUslons are dis covered, steps will bo taken to seo that tho samo state of affairs la not allowed to pre vail all over tho city. Tho enumeration of residents of cities Is expected to bo completed by June 15, but Major Wheeler says that he will bnvo special enumerators at work after that date whcS3 duty it will bo to tnko up and enumerate any residents whoso name may have been missed by tho regular cnumeratoro, and that these special enumerators will be continued In service until the census Is complete.
