cession In city ofllco Is section 75, which
reads that -whenever any vacancy shall
liappen In tho otllce of mayor by death,
resignation, Absence from tho city, removal
from ofllco or refusal to qualify, tho presl
dent of tho council shall "for tho tlmo
being" exorclso tho duties of mayor.
